A -- STATEMENT OF WORK, SUBSTRATE FABRICATION, MNSI 96-3 SOL F08630-96-R-0007 DUE 032596 POC Becky E. Kirk, WL/MNK, (904) 882-4294, Ext 3423. Wright Laboratory is interested in receiving proposals for the research effort described below. This solicitation and resulting award shall be made in accordance with the Research and Development Streamlined Contracting Procedures (RDSCP) described in DFARS 235.70. This is the solicitation, there will be no formal RFP or RFQ. The name, address and telephone number of the representative of the contracting officer for this solicitation are shown as POC above. This solicitation consists of this notice, any subsequent amendments, and a supplemental package which is available by writing to the above address. Offerors who did not respond to synopses MNK 96-008 published 95DEC18 and/or MNK 96-014 published 96FEB01 should provide, in writing, their complete address information to Wright Laboratory (see above address) in order to receive any subsequent amendments and the supplemental package. All of the mandatory terms, clauses and provisions at DFARS 235.7006, Research and Development Streamlined Contracting format, and the following optional items are incorporated by reference: B.3, B.6, C.2, E.1, E.4, G.2, H.3, I.42, I.43, I.53, I.66, I.68, I.70, I.76, I.85, I.87, I.88, I.93, I.94, I.97, I.100, I.107, I.127, I.129, I.145, I.146, I.147, I.153, I.155, I.157, I.159, I.161, I.163, I.164, I.167, L.14, M.2. This solicitation includes clauses and provisions from FAR 1990 edition updated through FAC 90-25 and DFARS 1991 edition updated through DAC 91-6. The standard evaluation factors found in Section M of DFARS 235.7006 apply. A Cost Plus Fixed Fee (Completion) type contract valued at approximately $400,000 is contemplated. The estimated period of performance is 24 months commencing on or about 96JUN01. It is expected that this contract will be awarded based upon a determination that there is adequate price competition, therefore, the offeror is not required to submit or certify cost or pricing data with its proposal. If, after receipt of the proposals, the Contracting Officer determines that adequate price competition does not exist in accordance with FAR 15.804-3, the offeror shall provide certified cost or pricing data as required by the Contracting Officer. To be responsive to this solicitation, submit 6 copies of your Technical proposal and 3 copies of your Cost proposal no later than 1200 hours central time, 96MAR25, addressed to WRIGHT LABORATORY BLDG 13, ATTN: BECKY E. KIRK, WL/MNK, 101 W. EGLIN BLVD STE 337, EGLIN AFB, FL 32542-6810. The page limitations for technical and cost proposals are specified in DFARS 252.235-7006 (L.24). All pages should be numbered sequentially in each volume. The following items are included in the supplemental package: Sections B - M of solicitation, DD Form 1423, Contract Data Requirements List, the technical requirements, including the reporting requirements, Local Procedure clauses, and the source list. The objective of the Substrate Fabrication program is to have highly customized circuit substrates built from different materials, construction techniques, and processes. These substrates will be used in extreme environments to support Wright Lab Armament Directorate (WL/MN) programs. For evaluation purposes, the fabrication of 10 substrates per month for 24 months (240 total) shall be proposed. The government anticipates that no travel will be required by the contractor, the Kickoff meeting addressed in the Statement of Work (SOW) will be held at the contractor's facility. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. All potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the Ombudsman.
