83415-3625 A -- INNOVATIVE OFFGAS MANAGEMENT SYSTEM DESIGN FOR MIXED WASTE
TREATMENT Contact Mr. Nick Soelberg. Lockheed Martin Idaho Technologies
(LMIT), P.O. Box 1625, Idaho Falls, ID 83415-3625; a management and
operating contractor for the Department of Energy (DOE) at the Idaho
National Engineering Laboratory (INEL) is seeking Requests For
Interest. LMIT is seeking interested and qualified contractors to
provide innovative ideas and conceptual design for offgas control
equipment, offgas control systems, or offgas management systems and
concepts for mixed waste treatment processes. One or more potential
consulting subcontracts would start in March 1996 and continue through
December 1996. The baseline mixed waste treatment processes will
include a rotary kiln incinerator and a plasma furnace. These treatment
processes result in offgas generation that can contain typical gaseous
combustion products, acid gases, particulate, metals, and
radionuclides. The offgas emissions must be controlled to meet permit
and regulatory requirements and also be acceptable to stakeholders
concerned with emissions from mixed waste treatment processes.
Acceptable offgas systems must operate reliably over a wide dynamic
operating range to enable minimal input waste characterization and
control, and provide adequate control even during system upsets. Offgas
management system innovations that are expected to be included in this
study include, but are not limited to (a) added redundant
state-of-the-art control technologies in parallel or series, (b)
innovative technologies in place of or in addition to state-of-the-art
technologies, (c) technologies for reducing or eliminating offgas to
the environment (lower release, delayed release, or no release), (d)
state-of-the-art and innovative pollutant emission monitoring
techniques, and (e) various non-traditional offgas management systems
or combinations of control technologies. Innovative systems and designs
should be applicable to both thermal and non-thermal treatment
processes being developed for potential mixed waste treatment.
