Contact Contracting Officer, Barbara L. Minto, 505/678-0767. The U.S.
Army Research Laboratory, Survivability/Lethality Analysis Directorate,
Electronic Warfare Division is seeking sources with interest and
expertise required to provide engineering and technical analysis,
including operation and maintenance of systems and equipment required
for the survivability/lethality analysis and field evaluation of weapon
systems. A significant portion of the effort will be test planning and
evaluation along with the operation of several types of electronic
countermeasures (ECM) equipment, target simulation equipment, and
receiver equipment at White Sands Missile Range (WSMR), New Mexico and
other sites within the United States and its territories. This effort
also includes checkout, calibration, alignment, maintenance, repair,
and modification of the systems and equipment and the installation and
operation of this equipment at ground sites and on manned aircraft,
unmanned airbreathing targets, and missile borne targets. Ancillary
requirements include measurements of antenna patterns, rf environments,
equipment operating characteristics and the design, development, and
fabrication of mechanical and electronic devices along with the
engineering and analysis required for full test support. The contractor
shall supply services, materials, and facilities as needed. The ECM
equipment and related systems currently on-hand will be Government
furnished along with facilities at WSMR. The contractor shall be
required to maintain an off-site facility within a 100 mile radius of
the Headquarter's Area, WSMR, for the term of the contract. The effort
is to be performed on-site at WSMR, the contractor's facility, and at
various sites within the United States and its territories. The
proposed contract is expected to the cost reimbursement, no fee for a
period of five years. Interested firms must submit, in accordance with
Numbered Note 25, the particulars of their experience, capabilities
and background pertinent to this program. The closing date for
submission of particulars is 15 days after publication of this
synopsis. Firms responding to this should indicate whether or not they
are an educational institution. Also, see definition of HBCU/MI in
DFARS Part 226. After statements of capability have been screened, the
solicitation will be issued to those prospective sources, who in the
sole judgment of the acquisition branch, have the potential to
successfully fulfill the requirements of the planned contract.
Respondents to this notice will not be notified of the results of the
evaluation of information submitted. Since no other information is
available for release regarding this procurement at this time,
telephone requests will not be honored. This synopsis is for
information and planning purposes only, and is not to be construed as
a commitment by the Government. The Government will not pay for any
effort expended in responding to this synopsis. No solicitation
