S. Postal Service is soliciting written expressions of interest from
design-build firms desiring to be placed on a prequalified contractors
list for the design and construction of new or expanded postal
facilities in the following cities in the state of California:
Carlsbad, Chula Vista, Clearlake, Downey, Fremont, Long Beach, Los
Altos, Los Gatos, Oceanside, Ramona, Santa Barbara, Santa Clarita, Simi
Valley, Ukiah, Tehachapi. These facilities are expected to range in
size from approximately 15,000 to 100,000 square feet, and are
categorized as delivery and distribution center, postal retail facility
or carrier annex. No fixed mechanization is included in these projects.
The estimated design and construction cost range will not exceed
$5,000,000. Each project will have a design and construction duration
of approximately 6-12 months. Design-build firms interested in being
considered for placement on the prequalified list must submit
prequalification information, including SF's 254 and 255, following a
USPS-furnished prequalification package format. These Prequalification
Statement packages can be obtained at no charge at the above address.
Requests can also be faxed to Grace Batesting at 415/794-0820 or
415/794-0823. Primary factors that will be evaluated by the contracting
officer's staff are: experience in design-build projects, references of
previous clients on current and past design-build projects, financial
stability, capacity (current workload in relation to company
resources), design and engineering capabilities, project management
capabilities, bonding capacity. Secondary evaluation factors to be
considered are: safety program, company organization, minority business
participation and commitment. No fewer than 3 of the most highly
qualified design-build firms will be placed on the prequalified list.
The list will remain effective for one year with one one-year renewal
option. The Postal Service reserves the right to delete from the
prequalified list any design-build firm that is no longer deemed to be
responsible or is otherwise ineligible. In the event the number of
prequalified design-build firms is not sufficient to ensure adequate
competition, the Postal Service reserves the right to prequalify
additional design-build firms that will be eligible to receive
solicitations for the remaining facilities to be constructed or
expanded. The Postal Service also reserves the right to issue
open-market solicitations for specific design-build projects when
determined by the contracting officer to be in the best interest of the
Postal Service, and to add or delete projects from the above list of
planned projects. The Postal Service will issue individual project
solicitations to prequalified design-build firms. Each solicitation
will request either a guaranteed maximum price proposal or a fixed
price proposal. Prequalified contractors will have the option to submit
a proposal for one or all projects as they become available. The
successful offeror on each project will be awarded a 30% design
contract with a USPS option to award the completion of design and
construction of the facility. The Postal Service will exercise this
option contingent upon USPS approval of individual project funding.
Interested firms will be asked to specify if they want to receive
requests for proposals for northern California only, southern
California only, or the entire state of California. Prequalification
submittals will not be returned. Firms are encouraged to send
submittals via U. S. Postal Service First Class, Priority or Express
