necessary to perform routine Drydock Vessel Maintenance including, but
not limited to, the following Minimum Items: 1) Fabricate and Install
Bronze Sleeves in various Shaft Packing Areas. 2) Remove, Inspect and
Reinstall Propeller Shafts. 3) Renew 18-inch Exhaust Piping/Deck
Covering. 4) Overhaul, Renew, and Test Valves. 5) Inspect and Overhaul
Duplex Sea Strainers. 6) Overhaul Stabilizing Fins/Sewage Pump. 7)
Hydroblast Sewage and Grey Water System Piping. 8) Clean and Inspect
Diesel Fuel Tanks/Grey Water Collection and Holding Tanks. 9) Preserve
Freeboard/Underwater Body/All Aluminum ``White Exterior Surfaces''.
10) Erect Mast Staging. 11) Provide Temporary
Messing/Berthing/Logistics. 12) Routine Drydocking. Indefinite Items
include: 1) Welding Repairs. 2) Straighten/Repair Propeller Shaft. 3)

Ultrasonic Testing. Vessels' homeports are Cape Canaveral, FL for USCGC
DRUMMOND and San Juan, PR for USCGC ATTU. Vessel lengths are 110 Foot
B Class, Patrol Boats. Vessel availability schedules are 01 July 1996
for 42 days for USCGC DRUMMOND and 02 September 1996 for 42 days for
USCGC ATTU. The place of performance for these vessels is not
geographically restricted. There will be a nonrefundable charge of
$100.00 required in the form of a certified check or money order
payable to the US Coast Guard for requested drawings. All other
referenced documents are available for viewing at Building 400N,
Governors Island, NY. Funds are not presently available for this
procurement. The government's obligation under this solicitation is
contingent upon availability of appropriated funds from which payment
for contractual purposes can be made. The proposed contract listed here
is totally set-aside for small businesses. Plans and specifications
will be issued on or after 12 Mar 96. All responsible sources may
submit a bid which shall be considered by the United States Coast
Guard. For Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
