The U.S. Dept. of Housing and Urban Development (HUD) intends to procure services to provide specific short-term assistance on specifically indentified properties and problems. HUD maintains a multifamily portfolio of projects and loans located throughout the United States and its territories. Projects or loans which are troubled, or potentially troubled, may warrant specific focus and attention by persons skilled in analyzing and developing solutions for the difficulties confronting these properties. HUD is seeking a contractor to provide varied types of analyses, technical assistance and recommendations for projects and loans in this portfolio. The assistance includes, but is not limited to: (1) developing restructuring and refinancing alternatives for troubled multifamily portfolios, (2) working with HUD Headquarters, Special Workout Assessment Team and the Field under Mark-to-Market and other strategic plans, (3) assisting in the process of terminating Section 8, and (4) dealing with bankruptcies, including provision of appraisal, restructuring options, portfolio oversight, etc. The contractor shall provide all professional, technical, clerical personnel and services, materials, equipment, and facilities necessary or incidential in the performance of the contract. The contract may require substantial subcontracting. This acquisition is unrestricted. The tentative issue date for the solicitation is March 11, 1996.
