The Office of Naval Research intends to release a Request For Proposals (RFP), for the provision of financial analysis, procurement, and administrative support services in support of the research and development Submarine Security Program. Support will include maintaining an in-house program financial database, analyzing financial information to include obligations and expenditure performance, developing financial documentation to support program execution for external and internal review, developing procurement documentation, facilitate the processing of contract actions, and administrative support services to include preparing correspondence and travel orders, transmitting security clearances and distributing mail to include courier service. Personnel SECRET clearances are required. This solicitation will be a 100% set-aside for small business concerns. The Standard Industrial Classification (SIC) code 8741 applies with size standard not to exceed $5 million average annual receipts over a 3-year period. It is expected that the RFP will include a one year base period, and three 12-month option periods. The total anticipated level of effort is 4,500 direct-productive-labor-hours for the base period and an additional 4,500 direct-productive-labor-hours per option period.
