United States Agency for International Development (USAID) has approved
a Justification for Other than Full and Open Competition to add up to
$1,000,000 worth of additional level of effort (labor hours) for
technical services in AID/Washington Accounting Control Systems (AWACS)
software design to the current contract with ICF. Although the ICF
contract does not expire until February 28, 1997, the original level of
effort (labor hours) for functional analysts was underestimated and was
expended much more rapidly than anticipated. The purpose of this
contracting action is to continue with the software development effort
by increasing the level of effort for existing labor categories at the
same fixed loaded labor hour rates established in the current contract.
The expeditious implementation of AWACS is a specific recommendation in
the President's National Performance Review. Subcontracting with small
business concerns and socially and economically disadvantaged
entities: A.I.D. encourages the participation to the maximum extent
possible of U.S. entities that are small business concerns and small
disadvantaged business concerns in accordance with Part 19 of the FAR.
It is anticipated that the prime contractor will make maximum
