Abuse and Alcoholism (NIAAA) is conducting a market survey to ascertain
the availability and potential technical capability of small businesses
to perform NIAAA's requirement to collect, analyze, and disseminate the
results of alcohol research to professional and lay audiences. Offeror
shall synthesize research findings for use in the development of a
quarterly peer-reviewed journal, a quarterly bulletin, and a variety of
other technical publications for diverse audiences. The offeror shall
also maintain an online database that involves cataloging, abstracting,
and indexing the scientific alcohol literature as well as maintaining
and updating an extensive alcohol thesaurus. Other tasks include
maintaining the Institute's alcohol research library, planning and
implementing a public education campaign, developing a variety of
scientific exhibits, staffing and attending approximately twenty
professional conferences, providing general graphics support to NIAAA,
warehousing and disseminating publications, and maintaining and
updating mailing lists. A mandatory requirement exists that the
successful offeror must have, or be willing to establish an office
within 45 minutes commuting distance by car from the Willco Building in
Bethesda, Maryland. Potential offeror's unable to comply with this
requirement will be considered technically incapable of performing
required tasks. Anticipated beginning date of the new contract is
January 1, 1997. The Government anticipates awarding a five (5) year,
cost-plus-fixed-fee contract. The incumbent contract was awarded as a
small-business set-aside under SIC Code 7375, with size standard $14.5
million to CSR, Incorporated, Washington, D.C. in an aggregate amount
of $4,734,963 for a three-year period of performance. Interested small
business firms should furnish capability information addressing the
following: (1) organizational and staff experience in the alcohol
field, (2) organizational and staff experience in science writing,
editing, manuscript preparation, research comprehension and
translation, library and information science, thesaurus development,
database management, conference management, dissemination
methodologies, and planning and implementing public education
campaigns, (3) corporate experience in database development and
maintenance, abstracting and indexing, thesaurus development, science
writing and editing, publications development, planning and
implementing public education campaigns, graphics support, and database
management systems, (4) documented evidence of ability to secure space
measuring a minimum of 1,200 sq. ft. for the NIAAA Alcohol Library and
6,000 sq. ft. for warehousing and equipment. It should be noted that
warehousing is an option at this time; however, the successful offeror
must demonstrate that adequate space is available if this option is
exercised. This is not a Request for Proposal. Three copies (3) of your
capability statements should be submitted to the NIAAA Contracting
Office within 14 calendar days after publication of this notice. All
responses will be considered before further acquisition action by the
Government. Any information received because of this announcement will
not be provided to other contractors and will normally be considered
solely for determining whether to conduct a set-aside competitive
acquisition. The final determination by the Government to set-aside
this requirement, based on any information received, is solely within
