Contracting Officer, 202/307-1969. The U.S. Department of Justice (DOJ)
intends to enter into an agreement with, AT&T wireless, that will allow
the Department to receive the cellular national management program for
nationwide use of cellular phones acquired from AT&T or firms with
which AT&T has a business relationship. The cellular national
management programs will provide DOJ with software on CD-ROM that will
deliver monthly management reports. These management reports identify
employees whose average usage varies from other employees in a given
market: provide summary and specific cost data on monthly access
charges, airtime, roaming and other charges and credits; displays the
average cost per subscriber in each market at the cost center level,
itemizes each mobile number with charges for monthly access, airtime,
roaming and other charges and credits; display reports on cost center
minutes and subscriber minutes; permits transfer of billing data to
DOJs databases; and provides data on subscribers that did not receive
any billing data for the current month. In addition, the software will
allow DOJ to create customized organizational charts that permit
accurate allocation of expenses as well as exceptional reporting on
charges for a specific subscriber or cost center including airtime
charges, roaming charges, minute and area code. Weekly and quarterly
reports shall be issued that reflect new account activity. The
management system shall also provide the capacity for consolidated
invoicing which shall include a statement of account remittance
information on any subscriber and information on all subscriber in a
cost center branch. The consolidated billing on a nationwide basis will
be utilized for the purpose of determining the extent of volume
discount earned by the Department. The agreement will not permit
ordering of new cellular phone services or payment for existing
cellular phone services, and both these types of services will be
handled under separate contractual arrangements. Any firm that offers
a nationwide plan along the lines of the one offered by AT&T is welcome
to send in detailed information about the plan for our consideration.
Such information should be received in this office not later than thiry
(30) days after the publication of this notice. This is not a Request
for Proposals and the Department of Justice is under no obligation to
take any action in response to information it receives as a result of
