plans to issue an RFP for a three-year fixed rate requirements contract
with three one-year option periods for the provision of English
language testing and training services for USAID/Egypt. These services
will include the provision of English language classes and English
language proficiency testing for USAID/Egypt participant trainee
candidates and, on a more limited basis, English for Special Purposes
classes for Egyptian counterparts. All services will take place in
Egypt. U.S. organizations interested in submitting offers for this
solicitation may request a copy of the Request for Proposals (RFP) No.
263-96-P-017 by submitting a written request along with three
self-addressed mailing labels. Do not send self-addressed envelopes.
Requests of the RFP should be sent to Donella Russell, Contracting
Officer, USAID/Cairo, Unit 64902, APO AE 09839-4902. Courier Service
requests should be sent to: Donella Russell, Contracting Officer, U.S.
Agency for International Development, 106 Kasr El Aini Street, Cairo
Center Bldg., 6th Floor, Cairo, Egypt. Walk-in and mail requestors must
provide a written request for the RFP. Telephone, fax or walk-in
requests and requests without mailing labels will not be accepted. The
RFP will be issued on or after fifteen days from the date of
publication of this notice. The deadline for receipt of proposals will
be 50 days after the date of the issuance of the RFP. The U.S. Agency
for International Development (USAID) encourages the participation to
the maximum extent possible of small business concerns, small
disadvantaged business concerns and women-owned small business concerns
in this activity as prime contractors or subcontractors in accordance
with Part 19 of the Federal Acquisition Regulation. In this respect, it
is anticipated that the prime contractor will make every reasonable
effort to identify and make maximum practicable use of such concerns.
All other evaluation criteria being found equal, the participation of
such concerns may become a determining factor for selection. ''This CBD
