303/236-8040 extension 243 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation 1425-96-SI-81-98002 is issued as an invitation to bid
(IFB). The solicitation document and incorporated provisions and
clauses are those in effect through FAC 90-36. This procurement is
reserved for Small Business, the applicable size standard is 500
employees or less, SIC 4489. The estimated quantity of services for the
period March 14, 1996 to December 31, 1996 follow as line item,
description, estimated quantity and unit: 1-Snouts, 140 days; 2-33' or
37' motor boat, 341 days; 3-Sportboat, 83 days; 4-Motor boatmen, 1034
days; 5-Oar boatmen, 10 days; 6-Full camps, 351 days; 7-Minimal camps,
34 days; 8-Shuttles, 22 trips; 9-Food for one researcher per day, 3530
units; 10-Mobilization for each trip, 40 trips. Pricing shall be per
day, trip, etc. Delivery or Performance shall be made only as
authorized by orders issued in accordance with the Ordering clause. The
Contractor shall furnish to the Government, when and if ordered, the
supplies or services specified in the Schedule up to and including the
quantity designated below as the ''maximum.'' The Government shall
order at least the quantity of supplies or services designated in the
Schedule as the ''minimum order.'' Minimum order under the above
schedule shall be a combination of supplies and services that equals
$200,000.00. Maximum order under the above schedule shall be a
combination of supplies and services that equals $500,000.00. Delivery
orders may be placed by the Contracting Officer, or an authorized
representative of the Contracting Officer designated in writing. The
Contracting Officer shall obligate a sum of money upon award of the
contract that funds the minimum requirement for services during the
contract period. Delivery orders shall authorize the contractor to earn
obligated funds up to the limit of the obligation. The Contracting
Officer may increase the obligation up to the maximum order limitation.
Obligation of funds beyond the minimum order shall not entitle the
contractor to payment of those funds unless work is authorized by
delivery order and satisfactorily performed by the contractor. The
total amount available for payment to the contractor shall be the
minimum order or the total price of delivery orders (not exceeding the
limit of funds obligated), whichever is greater. The contractor shall
not perform delivery orders that exceed the funds obligated. The
contractor shall provide boats, associated support equipment,
transportation and personnel for either oar-poweredor motor powered
boat trips. Due to GCES research needs, some trips may be required to
be run as a combination of oar and motor powered rafts. GCES research
and monitoring trips may require partial augmentation from the
Contractor. The contractor shall provide fully equipped and staffed
river trips, or any aspect of such a trip depending on the needs of the
specific research and personnel at that time. Additionally, the
contractor shall provide kitchen support at research base camps in the
Grand Canyon as needed. The contract performance area is along the
Colorado River between Glen Canyon Dam and South Cove a total distance
of 310 river miles. Actual scheduling and launching cannot be
determined for the entire time period. Trips will be scheduled a
minimum of two weeks in advance and the Government will provide the
contractor with needs listed in the schedule. The contractors boats and
crew shall be ready to leave the launch site at the time specified by
the Government. The contractor shall provide the complete logistical
support or partial support of any GCES research trip required. The
number of researchers per trip is estimated to range between two and
twenty. The government may add additional government owned boats and
qualified guides who are employed by the government to any trip with
only an additional charge from the contractor for food. The logistical
research and support requirements shall include providing any
combination listed in the schedule. Boat Requirements: Oar-poweredboats
must be a minimum of 18 feet long. Motor powered boats shall be of
multiple types: (1) 22 feet long (Snout), and/or (2) 33 feet long
(S-rigs, or J-rigs), and/or (3) 16 feet long (utility sport boats).
Both oar and motor powered boats shall have sufficient space and
containers to safely store scientific and personal equipment, support
supplies, and other equipment. The government may add their own
containers to the trip if they conform to the safety standards of the
NPS. Outboard motors shall be a minimum of 20 horsepower for the larger
craft as described under (1) and (2), and 40 horsepower for the utility
boat (3). The contractor shall comply with all requirements of the NPS
Commercial Operating Requirement in effect at trip time. Contractor
guides shall meet the National Park Service certification requirements.
Contractor guides shall share responsibility of food preparation.
Situations where boat transport does not occur (i.e. layovers) due to
research scheduling, additional work responsibilities of contractors
personnel are to include assisting researchers, where possible, in the
coordination and accomplishment of their study tasks. Research trips
that are solely supported by the contractor are required to provide a
designated logistical trip leader. The contractors designated trip
leader shall be responsible for: (1) coordinating the trip schedule,
logistics, food, transportation, and special storage/scientific
requirements in cooperation with the principle field researcher, (2)
coordination with the scientific coordinator to assure that all trip
equipment is adequate for the trip needs, (3) assuring that equipment
and guides comply with all applicable regulations, (4) assuring that
guides maneuver boats into designated study sites, (5) making safety
decisions and directing actions of guides and researchers to protect
life and property, and (6) coordinating with principal investigators
research schedules and requirements. On research trips that are
partially or fully organized and supported by GCES, the logistical trip
leader shall coordinate his/her activities with the GCES designated
coordinator. Certain research support trips will require the use of a
boat and boatman for the completion of research activities as well as
logistical support. The government will notify the contractor of these
needs when they arise. This division of labor is to expedite the work
load (boat operation, boat up-keep, food preparation, research
assistance). During the Controlled Flood period (March 24-April 4). the
contractor is required to support 8 base camps as stated in the
evaluation criteria. The contractor shall provide food and non-
alcoholic beverages of quality and quantity equal to that provided by
commercial concessionaires in the Grand Canyon. The contractor shall
also provide food and beverages (purified water, tea, coffee, cocoa,
lemonade) for researchers having special dietary requirements. If
special food is required, the GCES office will provide a list of
specific dietary requirements two weeks prior to the trip. Meals shall
be provided from the time of trip start at the launch to the end of
the trip at the takeout. The contractor shall provide equipment meeting
National Park Service standards. The contractor shall provide vehicles,
fuel, and labor to transport researchers, scientific equipment, and
personal belongings from Flagstaff, Arizona to the launch site,
researcher pickups and drop offs at the South Rim and from the take-out
site back to Flagstaff, Arizona. The contractor shall be responsible
for the transport of rafting equipment from the contractor's warehouse
to the launch area and from take-out site. The take out point may be
Diamond Creek, Pierce Ferry or South Cove. When requested, GCES
research and logistical equipment and personnel are to be transported
from and to the GCES Office Headquarters, and/or GCES Research
Warehouse in Flagstaff, AZ. If logistical arrangements are to be
different, they are to be made in advance of the trip departure. The
contractor shall obtain all necessary rafting permits and watercraft
registration, and pay all applicable fees . GCES will pay fees to the
Hualapai Indians for use of the Diamond Creek Road. No commercial
user-day allocations are required. The government is solely responsible
for scheduling launch dates and acquiring specific NPS research permits
and river trip application permits. The designated contractor
representative shall coordinate all such activities regarding river
trip permits through the GCES office. The contractor shall coordinate
the required number of boats and guides required for each trip with the
study coordinator at the time the trips are scheduled. Mobilization
shall provide for fixed expenses associated with organizing a trip that
cannot be attributed to the variable costs of each line item.
Mobilization shall not vary by trip size or duration. Trip costs are to
calculated on a trip by trip basis according to the specific services
listed in the schedule and ordered by the Government. Delivery shall
occur during the estimated 27 trips planned for the period of

FAR 52.212-2 Evaluation-Commercial Items applies, the following factors
shall be used to evaluate offerors: Only firms currently in possession
of a letter of authorization extending an existing NPS Concession
permit for rafting in the Grand Canyon shall be considered. Firms shall
possess or demonstrate the ability to possess the simultaneous ability
to field 7-33 or 37' S or J rigs; 4-22' snouts; 4-16' sportboats, 8
full camps, 3 minimal camps; 17 boatmen, outfit for 70 people with life
jackets, black bags and ammo cans. FAR 52.213-3,Offeror Representations
