915/534-6682. Pre-Solicitation Notice. The International Boundary and
Water Commission, US Section, has a requirement for a firm-fixed price
contract for construction of structures and piping within the corridor
connecting the 25 MGD (chemically assisted) advanced primary wastewater
treatment plant and the South Bay Land Outfall, located in southern San
Diego County, California, near the intersection of Monument and Dairy
Mart Roads. Major contract components include: large buried reinforced
concrete structures, including the Primary Sedimentation Effluent
Channel, Primary Effluent Bypass Structure, Primary Effluent Bypass
Metering Structure, Primary Effluent Bypass Junction Structure and
Advanced Primary Chlorination Facilities, Effluent Blending Structure
and Effluent Metering Structure; connecting piping, including 66'' and
72'' diameter RCPP, 42'' diameter RCP tank drains with manholes, 16''
diameter and 30'' diameter PVC raw sewage force mains, and
miscellaneous PVC potable water and chemical lines; 1.8 kW Standby
Emergency Generator Facilities; and Canyon Collector Facilities
including concrete diversion weirs, riprap, vortex valves and
associated piping. The work also includes electrical and
instrumentation equipment, construction dewatering, yard piping, site
drainage, mass and finish grading, paving, landscaping and irrigation,
fencing and lighting. Estimated range of construction is over $10
Million Dollars. The Government proposes to form a partnering
relationship with the Contractor. Tentative dates for issuing and
opening IFB 96-05 are March 15, 1996 and May 14, 1996, respectively.
Contract performance is scheduled at 393 calendar days after Notice to
Proceed. Plans will be available for inspection at the International
Boundary and Water Commission, US Section, The Commons, Building C,
Suite 224, El Paso, Texas 79902. A non-refundable charge of $120.00
will be charged for a copy of the solicitation documents. All requests
for bid documents must be made in writing and payment must be
submitted with the request. No telephone requests will be accepted.
Requests for the bid documents must be sent to the preceding address,
Attn: Mary Nichols, and must be received by March 4, 1996, in order to
ensure availability of bid documents. Limited copies will be available
after that date and will be issued on a first-come first-serve basis.
No express mail procedures will be utilized in mailing of the bid
