Command, Aeronautical Systems Center, Weapons, Air Base and Range
Product Support Office intends to award a sole source contract to
RAFAEL, Haifa, Israel. This procurement is for follow-on production
contract for up to 54 AGM-142 missiles, data, warranty, spare parts and
priced options for a Captive Air Training Missile (CATM), a Dummy Air
Training Missile (DATM), and Technical/Test/Training Support. A
reprocurement package is not available. The period of performance is
approximately 32 months. Deliveries are to begin in FY98. This action
is contemplated in accordance with 10 USC 2304 (c) (1) since RAFAEL is
the only source that can satisfy the Government's requirements.
Responsible sources may submit a statement of capability, in accordance
with Note 22, which shall be considered. Synopsis responses shall be
screened on the ability of the proposed system (a) to meet specific
classified requirements: range, flight profiles, accuracy, and impact
conditions and (b) modularity requirements. The Request for Proposal
(RFP) will be issued only to those sources who in the sole judgment of
the procuring activity have the capability of fulfilling the
requirement. This is not a request for proposal and is not to be
construed to be a commitment by the Government. Closing date for
submission of qualification is 15 days after publication date of this
notice. Firms responding to this notice should indicate whether they
are a small business as defined in FAR 52.219-7000. An Ombubsman has
been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate his/her concerns during the
proposal development phase of this acquisition. Potential offerors
should use the established channels of communication to request
information, pose questions, and voice concerns before resorting to the
Ombudsman. Potential offerors are invited to contact ASC's Ombudsman,
