93524-1185 58 -- TELEMETRY DATA PREPROCESSORS POC Linda Ellston, Contract
Negotiator, (805) 277-3900 ext 2279 Sally L. Raymond, Contracting
Officer, (805) 277-3900 ext 2285. The Air Force Flight Test Center
(AFFTC) is seeking sources for Telemetry Data Preprocessors (TDP) and
related on- and off-site technical services to support the Test
Instrumentation Management System (TIMS) and the Advanced Airborne
Instrumentation System (AATIS). A firm-fixed requirements contract is
contemplated to extend over a five year period. TDP hardware includes
Pulse Code Modulation (PCM) decommutation units and a substantial
variety of equipment/components related to these units. The TDPs must
accept up to four 15 Mbit PCM streams; provide an internal simulator;
allow individual parameter characteristic definition (MSB, length, data
type, etc.); provide highspeed processing algorithms, ADC inputs, and
DAC outputs; handle asynchronous/embedded PCM streams; provide local
and remote (host) setup and control; and be supported by user friendly
software setup tools written in C for porting to and integration with
Data General host processors. Technical support services include
systems analyst support, corrective maintenance of hardware,
small-scale custom enhancements to the existing software, and training.
The AFFTC has been acquiring TDP units from Acroamatics, Inc., 70 S.
Kellogg Ave., Goleta, CA since August 1990 under Contract
F04611-90-D-0084, which was awarded under full and open competition.
The TIMS and associated software have been developed since that time
with the Acroamatics TDP functioning as the front end decom system.
Interested sources must be capable of supplying TDPs which are fully
compatible with TIMS, and must submit clear and convincing
documentation to demostrate their capability to meet the Government's
requirement. Firms possessing the capabilities to perform are invited
to submit a written ''Statement of Capabilities'' in response to this
synopsis. Statements of capability shall be limited to 15 pages and
shall include as a minimum: (1) evidence of past performance in the
above areas, (2) related projects and/or existing systems, and (3)
Type/Size of business (large business, small business, 8(a), etc.).
Only written responses will be accepted. Questions referencing
technical information should be submitted in writing to: 412 TW/TSDI,
ATTN: Mr. Charles M. Richey, 25 N. Wolfe Ave., Bldg 3949, Edwards AFB,
CA 93524-8300, and a copy of the transmittal letter for the statement
of capabilities to Linda Ellston at the AFFTC/PKA address. This
information is for planning purposes only and does not constitute a
solicitation for proposal. It is not to be construed as a commitment by
the Government. The Government does not intend to pay for any
information provided in response to this synopsis. Telephone requests
to be placed on the mailing list will not be accepted. (0052) Loren Data Corp. http://www.ld.com (SYN# 0195 19960222\58-0018.SOL)
