Officer, (919) 541-4392. The Environmental Protection Agency has a
requirement for the scientific analyses and the preparation of
technical reports to assist EPA Region 6 in performing its requirements
under the Coastal Wetlands Planning, Protection and Restoration Act,
the Clean Water Act, the Water Resources Development Act, the National
Environmental Policy Act, the Clean Air Act, the Endangered Species
Act and the National Historic Preservation Act. The tasks to be
performed under the contract include, but are not limited to the
following: perform technical assistance on priority list projects
evaluation including wetland value, engineering soundness, reliability
and cost estimates; assist in the development of detailed cost
estimates for EPA sponsored projects; perform environmental analyses
and prepare environmental assessment documents for EPA projects;
provide technical assistance for EPA's wetland delineations and
advanced identification efforts; conduct field investigations for
determining wetland functions and values, provide monitoring of wetland
projects to determine if EPA's recommendations were implemented; review
and evaluate projects on the aquatic environment including marine,
brackish and fresh water systems and fish and wildlife habitat quality;
attend, conduct and give presentations at technical meetings and
conferences and other public proceedings; conduct field investigations
including biological surveys and/or collection of air, water and soil
samples for determining the existing environmental conditions;
evaluate natural environmental areas including ground water and surface
water hydrology, water quality, air quality, aquatic and terrestrial
biota, ecology, wetland systems, soils, topography and geology; conduct
field studies to determine the presence and abundance of listed species
in a specific area; draft for EPA review and approval a biological
assessment and determination of effect for endangered/threaten species
for a particular project; and perform archeological/historical
resource surveys and testing of potentially ''eligible'' properties at
a project site. The Government anticipates awarding a
cost-plus-fixed-fee level of effort contract for this requirement. The
anticipated level of effort is 15,000 hours per year for a total of
60,000 hours for five years. This requirement will be a 100% small
business setaside and the Standard Industrial Classification code is
8999 (not to exceed $5.0 million in average annual receipts over three
years). The RFP is expected to be released on or about March 28, 1996.
The incumbent contractor is Lee Wilson and Associates. A copy of the
source list will be provided at the time the solicitation is issued.
Only one solicitation will be issued to a corporate entity (regardless
of geographic location). The Government does not intend to use FAR
Part 12 for this acquisition. Only written requests will be considered.
