Technology/Joint Strike Fighter (JAST/JSF) Program intends to
competitively award two contracts in FY97 for the Weapons System
Concept Demonstration Program (CDP) and conduct a follow-on competition
resulting in one contract award for the Engineering and Manufacturing
Development (E&MD) Program. The principal objective of the JAST/JFS CDP
is to demonstrate, to a low level of technical risk for entering E&MD,
those critical technologies, processes, and system characteristics
necessary to produce an affordable family of strike fighter aircraft
that meets U.S. Air Force, U.S. Navy, U.S. Marine Corps, and Royal Navy
needs. A full and open competition will be held. It is anticipated that
the JAST/JSF CDP Contractors will be the only responsible sources
capable of competing for the E&MD contract. Therefore, the two
contracts awarded will contain clauses to permit a downselect to a
single contractor to perform the E&MD phase of the JAST/JSF Weapon
System Program. The Government intends to invoke those downselect
clauses for the E&MD competition. A request for Information was
published under synopsis number 20167-95 in October 1995. The draft RFP
release was published under synopsis number 20195-95. The RFP will be
provided electronically on a 3.5 inch computer disk or via File
Transfer Protocol on the Internet. Prospective offerors who responded
to the RFI or Draft RFP synopses need not submit another request for
the RFP; an RFP disk will be mailed to those companies. Other requests
for the RFP must be made in writing to Ms. Patricia Gibson, at the
JAST Program Office, 1745 Jefferson Davis Highway, Suite 307,
Arlington, VA 22202 or by fax to (703) 602-0593. The RFP will be
available for pickup or mailing on or about 7 March 1996. As a general
basis for award, the offerors must have Top Secret processing
capability to include Special Access Information. The RFP has
