Fax: (703) 875-4009 The U.S. Trade and Development Agency intends to
enter into a single Task and Delivery Order Contract with a U.S. firm
that is qualified to provide procurement advisory services to the
Governments of Albania, Macedonia, and Bulgaria for the procurement of
equipment and related services for high priority transportation
projects specifically in the road and rail sectors. There are currently
no funds available for this procurement; TDA is publicizing this
procurement opportunity in anticipation of the transfer of funds in
February/March 1996. TDA will award this contract when funds become
available. The objective of the proposed procurement is to engage a
U.S. firm as Regional Procurement Adviser to assist the three
governments in the development of their transportation infrastructure
with a specific focus on road and rail projects. The infrastructure
development will include engineering equipment specification,
procurement of equipment, technical assistance, and training services
under an anticipated USG funding package in an amount not to exceed $7
million for the first year. The Regional Procurement Adviser selected
will assist the three governments through technical advice and
training to assure an adequate organizational structure necessary to
implement the specific procurements in question. The Regional
Procurement Adviser will also prepare the specifications to ensure that
all the equipment and services to be procured under the USG assistance
package will be compatible with and easily integrated into present
systems and installations in the three countries. Finally, the Regional
Procurement Adviser will, as required by the government purchasers,
assist in the solicitation of U.S. suppliers, the evaluation of offers,
and the monitoring of the delivery and installation of the equipment.
Contractor selection will be based on: 1. Experience in developing
procurement packages 2. Experience in developing documents for the
procurement of equipment and related services 3. Engineering cost
estimating experience 4. Experience in road, rail, management and
operations overseas 5. Experience in working with multilateral lending
institutions and general principles and procedures of competitive
bidding. This procurement shall be a full and open competition, under
which any type organization (including for-profit firms, educational
institutions, and non-profit organizations) is eligible to compete. All
participating organizations involved with supplying professional
services must be of United States nationality. The competitive proposal
method of solicitation, as set forth in Part 15 of the Federal
Acquisition Regulation (FAR) (48 CFR Chapter 1), shall be utilized for
this procurement. TDA reserves the right to contract with the selected
firm for subsequent work related to the project. The solicitation in no
way obligates TDA to award a contract nor does it commit TDA to pay any
cost incurred in the preparation and submission of the proposal. Any
explanation desired by an offeror regarding the meaning or
interpretation of this solicitation must be requested in writing and
with sufficient time allowed for reply to reach the offerors before
submission of their offers, and all oral explanations or instructions,
given before the award of this contract will not be binding. Any
written information given to a prospective offeror concerning the
solicitation will be furnished promptly to all prospective offerors as
an amendment of the solicitation, if such information is necessary to
offerors submitting proposals or if lack of such information would be
prejudicial to uninformed offerors. The RFP will be issued on/or about
fifteen (15) days after the publication date of the announcement.
Closing date for proposals will be thirty (30) days thereafter. Only
