Administration (HRSA) is soliciting proposals from qualified
organizations having the capability to operate and maintain the
National Organ Procurement and Transplantation Network (OPTN) in
accordance with the provisions of Section 372 (b)(1)(A) of the Public
Health Service Act, which requires that an offeror be a private
nonprofit entity with expertise in organ transplantation. The purpose
of this procurement is to maintain and operate the national OPTN in
order to coordinate and improve the efffectiveness of the nation's
organ procurement, distribution and transplantation systems by
increasing the availability of, and access to, donor organs for
patients with end-stage organ failure. Through committees and the Board
of Directors, the OPTN establishes and maintains policies and
procedures for the allocation of donor organs equitably among
transplant patients. Key tasks to be performed include: 1) establish
and maintain a Board of Directors meeting statutory and contractual
requirements; 2) establish and operate a national computer list of
individuals waiting for renal and extrarenal transplants (currently
44,000); 3) establish policies for organ allocation; 4) audit tansplant
centers in instances where the Federal Government assets there is
reason to believe a transplant center is not in compliance with OPTN
policies in a manner that jeopardizes the health of waiting list or
transplanted patients; 5) establish and maintain permanent standing
committees, including a committee or national council of
representatives of top performing donor hospitals; 6) maintain a system
to research the impact of utilizing expanded/older donor on recipient
survival rates; 7) initiate and expand professional and public
educational activities to increase the awareness of organ donation and
transplantation; 8) develop and implement a plan for standardizing the
organ-specific medical criteria required for acruing waiting time on
the national waiting list; 9) provide the release of data to OPTN
members, the Federal Government, and non-governmental entities. All
responsible sources may submit a proposal which shall be considered by
this agency. Solicitation HRSA 240-BHRD-4(6) will be released on or
about March 11, 1996. Offerors will have sixty (60) days from release
of the Request For Proposal (RFP) to submit their proposals. All
requests for this solicitation must be in writing citing RFP HRSA
