Ms. Claire Goulet, 617-221-1580. The Lexington-Concord Chapter of the
Armed Forces Communications and Electronics Association (AFCEA) in
participation with the USAF Electronic Systems Center (ESC) is pleased
to announce a two-day symposium entitled New Horizons to the held on
26-27 March 1996. The Electronic Systems Center at Hanscom AFB, MA is
one of the Air Force Materiel Command's major acquisition centers. ESC
specializes in the acquisition of electronic systems, notably Command,
Control, Communications and Intelligence or C4I. The theme of this
year's New Horizons Symposium is ``Joint C4I''. It will provide
information on the acquisition changes and new business opportunities

One major change from past symposia is that the entire two day program

Address and an overview of the Electronic Systems Center's organization
by Lt. Gen. Charles Franklin, ESC Commander, followed by the Keynote
Address ``Joint C4I'' by the Honorable Emmett J. Paige, Jr., Assistant
Secretary of Defense for C3I. The reminder of the day will focus on
trends in the Joint C4I Environment and New Business Opportunities at
Electronic Systems Center, including Rome Laboratory, Standard Systems
Group, Materiel Systems Group, and the 38th Engineering Installation
Wing (EIW); Volpe National Transportation Systems Center; and Federal
Computer Acquisition Center. The second day will begin with a Keynote
Address by Mr. Blaise Durante, Deputy Assistant Secretary (Management
Policy and Program Integration) and Assistant Secretary for
Acquisition, and will then continue with briefings on New Business
Opportunities. Also, General Len Kwiatkowski, Program Director for
MILSATCOM, will be giving a special presentation. Included in the
Program Activities is a luncheon on both days, and a reception on the
evening of the 26th at the Stouffer Renaissance Bedford Hotel. The

symposium will be used to defray expenses incidental to the conduct of
the symposium. This includes printing and mailing costs,
