data from its Master Airline User File and generate a standard data
base used in the operation of Area Navigation (RNAV) systems to support
Coast Guard HU-25 and HH-65 aircrafts. The data base shall contain Very
High Frequency (VHF) Navigation Aids (NAVAIDS), Waypoints and Airports
for specific locations. Standard data shall be provided on a 56-day
cycle basis and optional data base shall be provided within three
working days. Navigation data in Aeronautical Radio Incorporated
(ARINC) 424 format and encoding standards shall be furnished to the
Coast Guard's Central Update Facility (CUF), Cedar Rapids, Iowa. The
Coast Guard anticipates award of a firm-fixed price contract utilizing
full and open competition. The period of performance anticipated is
one base year with four one-year options. All requests for proposals
(RFPs) must be in writing. Telephonic requests will not be honored.
Interested offerors must reference Solicitation No. DTCG23-96-R-HAVA01,
firm name, address, contact point name and telephone number, business
status as a large, small or minority business. All responses must be
received within 15 days of publication of this notice. For Minority,
Women-Owned, and Disadvantaged Business Enterprises: The Department of
Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU) has a program to assist minority, women-owned and
disadvantaged enterprises to acquire short-term working capital
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
