Synopsis Number 078-96. The requirement is for Low Rate Initial
Production (LRIP) II for Longbow HELLFIRE Modular Missiles (LBHMM),
Full Rate Production (FRP) I for the Tactical Launcher, and Initial
Production Facilitization (IPF) III. The quantity for LRIP II is 1,056
each missiles. FRP I for Launcher consists of 218 each M299 Guided
Missile Launchers. A requirement for an additional 60 each Launchers is
included for FMS. In addition, the RFP will contain FY98 options for
LBHMM FRP I, Launcher FRP II and IPF IV. LBHMM FRP I hardware will be
a range quantity of 1,129 to 1,883. Launcher FRP II hardware will be a
range quantity of 212 to 576. By authority of 10 U.S.C. 2304(c)(1),
this acquisition will be restricted to the sole source of the Longbow
Limited Liability Company (LLC) whose members are subsidiaries of
Lockheed Martin Corporation and Westinghouse Electric Corporation. The
Longbow LLC is the successor in interest to the Longbow Joint Venture
of Martin Marietta Corporation and Westinghouse Electric Corporation.
The Longbow Joint Venture was contracted with to perform the
engineering and manufacturing development as well as LRIP I and IPF's
