27. The requirements for this procurement include the production,
integration, testing, documentation, installation and field support for
the Submarine Baseband Circuit Switch (SBCS) for U.S. Navy Submarines.
The SBCS will be part of the Submarine Baseband System. The SBCS will
functionally replace all existing submarine radio room patch panels
and some existing mechanical switches. The SBCS will be interoperable
with existing equipment and easily expandable to accommodate growth in
switching requirements. The SBCS shall provide the capability to
switch baseband audio and data communications signals in the submarine
radio room. The switch will provide interfaces to the Submarine
Baseband System which will allow rapid reconfiguration. The SBCS will
be remotely controlled by the Submarine Communication Switch Controller
(SCSC). The SBCS equipment shall meet the requirements of the RFP SOW
and Performance Specification. The contractor will be required to
manufacture and test SBCS first article units before proceeding with
full production. The contractor will be required to test these SBCS
units in accordance with first article acceptance test procedures
developed by the contractor and approved by the Government. The
acquisition approach for the SBCS will be to maximize competition and
capitalize on existing commercial off-the-shelf (COTS) equipment and
non-developmental items (NDI) to reduce the overall program cost and
schedule for the SBCS. DOCUMENTATION: Government Furnished Information
(GFI) will be available prior to release of the RFP in the submarine
library at NAVSEA. The address of the NAVSEA library is: Technical
Information Center, Code SEA92, NC#3, Rm 7W29, 2531 Jefferson-Davis
Highway, Arlington, VA 22245-5160. The Technical Library hours of
operation are Monday through Friday, 0700-1600 eastern standard time.
Visitors to the library must have a clearance level of CONFIDENTIAL. To
validate the CONFIDENTIAL clearance, and to be placed on a list
allowing entrance into the NAVSEA library, offerors must submit their
clearance to the SPAWAR Visitor Control Office. The clearances shall be
addressed to the SPAWAR Visitor Control Office as follows: Commander,
Space and Naval Warfare Systems Command, Attn: Visitor Control Office,
2451 Crystal Drive, Arlington, VA 22245-5200. The SPAWAR Visitor
Control Office phone number is (703)602-7237. The SPAWAR Visitor
Control Office fax number is (703)602-4394. The clearance must include
full company addresses, phone numbers, technical point of contact,
security office point of contact, and the fax number. In addition, the
clearance must state the subject, ''BBS Technical Research'', the
point of contact, Ms. Lisa Phillips, PMW 173-21B, and her phone number
(703)602-5809. Upon approval of the SPAWAR Visitor Control Office, the
visitor will be placed on a list to allow entranceinto the NAVSEA
library. Please submit the clearance at one week prior to visiting the
library. The Standard Industrial Classification (SIC) is 3679.
Potential offerors must possess a SECRET facilty clearance 90 days
after award. The RFP will be available O/A 12 March 1996. The RFP will
be in a MS-Word 6.0 format. The RFP will be transmitted through the
SPAWAR Bulletin Board System (BBS). The RFP will only be available by
calling the SPAWAR BBS, (703)602-9494, and downloading the RFP. The
Bulletin Board operates at 14,400 BAUD with a setting of 8:N:1. The
file will be compressed by a shareware program, PKZ204G.EXE. The RFP
file name will be 96R0039.ZIP. To download this RFP, the prospective
offeror will need at a minimum, PC or MAC with modem emulation software
that supports VT100 or ANSI standing, a modem that operates between 300
bps - 14.4K bps and a minimum of 1.5 MEG free disk space. Prospective
offerors are required to supply the name and address of their company,
the Point of Contact's name and phone number on the on- line
questionnaire in order to be placed on the RFP's Bidders List. All
others are also requested to optionally provide answers to a
questionnaire on electronic contracting. Telephone inquiries for the
RFP will not be honored. Offerors who would like a copy of the RFP must
access the bulletin board. The bulletin board will be available 24
hours a day, seven days a week. However, as the demand may be heavy, it
may be necessary to call repeatedly or on off hours. If any assistance

have access to a modem may bring a high density, 3 1/2'' disk to the
