The Air Force Development Test Center (AFDTC) intends to solicit competitively for the purchase of between 4 million and 5 million pounds of 38% Calcium Chloride Solution and between 6 and 7 million pounds of Methylene Chloride, Technical Grade (also known as Dichloromethane). A one year requirements contract is anticipated with two one-year options. The 38% Calcium Chloride Solution should be delivered to Eglin Air Force Base, FL and off loaded into a large storage tank. Estimated amounts to be bought are: 2.5 million pounds in the contract base year, 1.5 million pounds in option year 1, and 1 million pounds in option year 2. The Methylene Chloride should be delivered to Eglin AFB, FL and off loaded into a large storage tank. Estimated amounts to be bought are: 4 million pounds in the contract base year, 2 million pounds in option year 1, and 1 million pounds in option year 2. Required delivery is 60 days or sooner after placement of delivery order against contract. Col Dennis Voss has been appointed by the AFDTC Commander to hear offerors' or potential offerors' confidential concerns, if any, regarding this acquisition. His purpose is not to replace the technical staff or contracting officer but to serve as an honest broker and communicate any contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
