3207. CONTINUATION OF PRDA FOR Demonstration of Advanced Solid State
LADAR (DASSL) PART 2 OF 2. C--ADDITIONAL INFORMATION: (1) Anticipated
Period of Performance: 40 Months. (2) Expected award date: 1996 June -
August. (3) Government Estimate: The Government funding profile for
all contractual efforts is estimated to be as follows: FY-96 - $600K,
FY-97 - $3524K, FY-98 - $3716K, FY-99 - $2723K, FY-00 - $681K. This is
an estimate only, not a promise of funding availability. (4) Type of
Contract: Cost plus fixed fee is anticipated. Multiple awards are
anticipated for the phase one effort with a down select to one or more
contractor(s) for phases two through four. Each phase will be a priced
option under the contract. (5) Government Furnished Property: It is the
offeror's responsibility to identify any equipment, algorithms,
simulations, models, etc. to be used whether contractor-owned and
furnished or Government-owned and furnished. The Government will assist
in providing Government-owned property as appropriate if possible. (6)
Size Status: This acquisition is full and open competition, however,
the appropriate SIC code is 8731 with a small business size standard of
500 employees. (7) Notice to Foreign owned firms: Such firms are asked
to immediately notify the Air Force point cited below upon deciding to
respond to this announcement. Foreign contractors should be aware that
restrictions may apply which could preclude their participation in
this acquisition. (8) An Associate Contractor Agreement (ACA) is
anticipated between this PRDA and the WL/MNA Miniaturized Munition
Technology (MMT) demonstration program prime contractor to accomplish
information exchange on the MMT baseline munitions. (9) The offeror
shall identify any proprietary data issues that will arise as a result
of the proposed effort. D--PROPOSAL PREPARATION INSTRUCTIONS: (1)
General: Offerors should apply the restrictive notice prescribed in
provision at FAR 52.215-12, Restriction on Disclosure and Use of Data,
to trade secrets or privileged commercial and financial information
contained in their proposals. Offerors should consider instructions
contained in the ''Proprietary Information'' and ''When and How to
Submit'' sections of AFMC Pamphlet 64-101, ''Unsolicited Proposal
Guide'', copies of which are available by writing to: AFDTC/BC, 205
West D Avenue, Ste 449, Eglin AFB, FL 32542-6863 or telephone (904)
882-2843, ext 3. Additional proposal questions should be directed to
one of the points of contact listed elsewhere herein. Technical and
cost proposals, submitted in separate volumes, are required and must be
valid for 180 days. Proposals must reference the above PRDA number.
Proposals shall be submitted in an original and seven copies. All
responsible sources may submit a proposal which will be considered
against the criteria set forth herein. Offerors are advised that only
contracting officers are legally authorized to contractually bind or
otherwise commit the government. Copies of the proposals may be
forwarded, if the offeror authorizes in writing, to other interested
government agencies for funding consideration. Authorization for
limited reproduction and dissemination within Government Agencies and
National Laboratories is requested. (2) Cost Proposal: The accompanying
cost proposal/price breakdown shall include a person-hour breakdown by
task, a cost element summary (labor, overhead, travel, G&A, etc.), and
an SF1411. (3) Technical Proposal: The technical proposal shall
include, as a minimum, a detailed technical approach, proposed
component descriptions and a proposed integrated master schedule.
Additional information on prior work in this area, descriptions of
available equipment, data and facilities, and resumes of personnel who
will be participating in this effort should also be included as
attachments to the technical proposal. The technical proposal shall
include a Program Plan and Statement of Work (SOW) detailing the
technical tasks to be accomplished under the proposed effort and
suitable for contract incorporation. Offerors must submit approved DD
Form 2345, Export-Controlled DOD Technical Data Agreement with their
proposal. Any questions concerning the technical proposal or SOW
preparation shall be referred to the Technical Point of Contact cited
in this announcement. (4) Page Limitations: The offeror's technical
proposal shall be limited to 100 pages (12 pitch or larger type),
double spaced, single sided, 8.5 by 11 inches. The page limitation
includes all information, i.e. indexes, photographs, foldouts,
appendices, attachments, etc. Additional information on prior work in
this area, descriptions of available equipment, data and facilities,
and resumes of personnel shall be included as an addendum to the
technical proposal and shall not be included in the page limitation.
Pages in excess of this limitation will not be considered by the
Government. Cost proposals have no limitations, however, offerors are
requested to keep cost proposals to 75 pages as a goal. (5) Preparation
Cost: This announcement does not commit the Government to pay for any
response preparation costs. The cost of preparing proposals in response
to this PRDA is not considered an allowable direct charge to any
resulting contract, or any other contract. However, it may be an
allowable expense to the normal bid and proposal indirect cost as
specified in FAR 31.205-18. E--BASIS OF AWARD: The selection of one or
more sources for contract award will be based on a scientific and/or
engineering evaluation of the offeror's responses (both technical and
cost aspects) to determine the overall merit of the offeror's full
proposal in response to the announcement. It is of value to explore
divergent technical approaches, therefore, when determining multiple
awardees the Government will consider diversity of approaches. The
technical aspect, which is ranked as the first order of priority, will
be evaluated based on the following criteria which are listed in
descending order of importance: (1) The offeror's understanding of the
problem and soundness of technical approach, (2) the offeror's Program
Plan and Integrated Master Schedule, (3) the offeror's capabilities,
related experience, facilities, techniques, or combinations of these
which are integral factors for achieving the proposal objectives, (4)
the qualifications, capabilities and experience of the principal
investigator, team leader, and other key personnel who are critical to
achieving the proposal objectives, (5) new and creative solutions, and
(6) the offeror's record of past and present performance. Cost, which
includes consideration of proposed budgets and funding profiles, is
ranked as the second order of priority. No other evaluation criteria
will be used. The technical and cost information will be evaluated at
the same time. The downselect after phase one will be based on the
following factors listed in descending order of importance: (1) the
overall technical merit (including performance potential and low cost
production potential of the two form factored seeker designs), (2)
proposed component technology development options, timelines and cost
of development, (3) adequacy of proposed mission planning and
autonomous target acquisition approaches, (4) the overall technical
merit of the seven seeker designs, (5) the demonstrated potential for
component commonality among the seven seeker designs, (6) cost
performance of the contractor(s) during the phase one effort, (7) cost
as proposed on initial proposal for remaining phases. F--POINTS OF
