A -- DESIGN AND INSTALLATION OF A CRYOGENIC BARRIER AROUND A CLOSED POND THAT CONTAINS RADIOACTIVE SEDIMENTS (HOMOGENEOUS REACTOR EXPERIMENT POND)IN WASTE AREA GROUPING 9 AT OAK RIDGE NATIONAL LAB SOL DE-RP05-96OR22488 DUE 041596 POC Contact Point, Beverly Harness, 423/576-1816; Contracting Officer, Donna Methot, 423/576-0784 The DOE Oak Ridge Operations Office seeks a highly qualified firm to design and install a cryogenic (frozen in situ) barrier around a closed and capped radioactive waste pond in Waste Area Grouping (WAG) 9 at the Oak Ridge National Laboratory in Oak Ridge, Tennessee. The technology must be capable of creating a frozen barrier, of sufficient thickness and geometry, to prevent the movement of contaminants from inside the pond. The technology requires placing freeze pipes into the subsurface. These pipes are used to transfer a solution which acts as the heat transfer media to the subsurface to remove heat from the soil. Above-ground refrigeration plants capable of handling the heat loads of the trench soil must be provided that will cool the solution to the required temperatures to maintain the frozen soil barrier. The Government anticipates that one Cost Share type contract will result from this RFP, however, it reserves the right to award any type of contract deemed in its best interest. Offerors are advised that a minimum cost share of 20 percent is required. It is anticipated that the award will have a period of performance of twenty-four (24) months and have an estimated contract value of approximately $800,000 to $1,000,000, including cost share. The RFP will be released on or about March 13, 1996, with a tentative due date of April 15, 1996. Anticipated award date is June 19, 1996. The RFP will be issued on a 3.5 double-sided, high density computer disk in Word Perfect 5.1. A hard copy will be made available upon request.
