Contracting Officer, 410-278-6514. Provide technical services to
Government personnel for the design, synthesis, and fabrication of
specialty polymer materials for use in ARL-MD chemical agent protective
materials program. Contractor is to review and develop concepts for
designing and synthesizing novel chemical agent protective polyurethane
copolymer materials. Contractor shall develop a complete plan for the
synthesis and fabrication of test materials for use in ARL-MD
evaluation and research studies. Contractor shall work with ARL-MD
personnel to select and obtain polymer precursor materials and
fabricate novel polyurethane test specimens. Contractor is expected to
provide at least eight (8) days of labor per month and is authorized
TDY for three visits to ARL-MD, Chestnut Run, DE and associated
Federated University laboratories during the duration of the contract
(10 months). Contractor shall provide monthly letter progress reports
and a final technical report within thirty (30) days after completion
of contract. It is the intent of the Government to award a contract on
a sole source basis to Dr. Catherine A. Byrne, Belmont, MA pursuant to
FAR 6.302-1. The proposed contract action is for supplies or services
for which the Government intends to solicit and negotiate with only one
source under authority of FAR 6.302. Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received within fifteen (15) days
after date of publication of this synopsis will be considered by the
Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
a competitive procurement. Quotes may be faxed to (410) 278-6522. All
responsible sources may submit a bid or proposal which will be
considered by the Agency. No telephone requests will be honored.
