A -- SUPPORT RESEARCH SOL Q-10447 DUE 031396 POC Brenda Holmes, Contracting Officer, 405-954-7850 The Federal Aviation Administration (FAA) has a requirement for services for which the Government intends to solicit and negotiate only with Healthcare Research, Baptist Medical Center under authority of FAR 6.302-1, pursuant to 41 U.S.C. 253 (c) (1). The services consist of required support research to; (1) compare non-invasive measures of fatigue based on eyegaze and eye movements with traditional, but more invasive electro ocularographic (EOG) and electroencephalographic (EEG) measures to assess fatique and consequent reduced alertness, attentiveness and level of arousal; (2) demonstrate the relationship of those visual and electrophysiological measures of fatigue to overall performance and performance drop-outs on psychological functions tasks relevant to performance of Air Traffic Control Specialists and pilots; and (3) demonstrate the relationship of those same fatigue measures to the subjective experience of fatigue. A market survey was conducted on January 1, 1996, and the results of this survey support our determination to solicit and negotiate with only the identified firm.
