C -- A-E SERVICES TO RESEARCH AND COMPILE DATA FROM THE ATCHAFALAYA BASIN FLOODWAY FOR THE NEW ORLEANS DISTRICT SOL DACW29-96-R-0009 POC Contract Specialist, Lisa M. CONTRACT INFORMATION: Architect and Engineer Services are required to research and compile data necessary to provide at least 525 to possibly 800 legal descriptions. The work will be performed mainly in the Atchafalaya Basin Floodway System, Louisiana. A base year with one option year indefinite quantity type contract is scheduled for award on or about September 1996. Individual delivery orders will not exceed $150,000 and the annual ceiling for the base year and option year of the contract will not exceed $350,000 per year. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is not required with this submittal. The wages and benefits of services employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. 2. PROJECT INFORMATION: At least 525 to possibly 800 legal descriptions, which may include one or more of the following: tract plats, prepared or revised segment maps, and tract ownership data forms of selected geographical areas within the Atchafalaya Basin Floodway System, LA, are required. 3. SELECTION CRITERIA: See Note 24 for general A-E selection process. The selection criteria are listed below in descending order of importance. Criteria a-f are primary. Criteria g-i are secondary and will only be used as ''tie-breakers'' among technically equal firms. a. Specialized experience and technical competence in the type of work required: (1) Producing legal descriptions on paper and computer disc that is in Wordperfect 6.0 format or compatible. (2) Compiling tract plats and real estate segment maps using a CADD system that is fully Intergraph compatible. b. Professional qualifications; (1) one registered land surveyor. c. Capacity to accomplish the work in the time required; d. Knowledge of the project area; e. Past performance on contracts with government agencies and private industries in terms of cost control, quality of work, and compliance with performance schedules; f. Safety plan and performance (man hours lost per 100,000 hours of work); g. Geographic proximity to New Orleans; h. Extent of participation of SB, SDB, Historically Black Colleges and Universities, and minority institutions on the proposed contract team, measured as a percentage of estimated effort; and i. Volume of DOD contract awards in the last 12 months as described in Note 24. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Firms having the above capabilities are invited to submit five copies of their SF 254 and 255 and any other pertinent information to the address below not later than the close of business on the 30th day after the date of publication of this announcement. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is the close of business of the next business day. The nine evaluation factors listed above must be addressed in Block 10 of the SF 255 for the Prime Contractor as well as all Subcontractors and Consultants. Each firm must also state in the SF 255 that it possesses a quality control plan and a safety plan suitable for the work. Plans are not required with this submittal but must be provided prior to contract award.
