(904) 283-8661. Architect-Engineer services are required to implement
the Air Force Seismic Safety Program by evaluating five (5) existing
buildings at Hanscom AFB, MA and using the results to verify the
structural, nonstructural, and geohazards evaluation criteria of Air
Force Manual (AFM) 32-1095, entitled ``Structural Evaluations of
Existing Buildings (DRAFT)'', for eastern United States low to moderate
seismic zones. The proposed contract will be firm fixed-price and will
not exceed $100,000. Contract award is anticipated during the
April/May timeframe. The work shall include, but is not limited to,
seismic screening, rapid structural evaluation, nonstructural
evaluation and geohazards risk assessment for five (5) buildings. The
work shall be accomplished using the procedures identified in AFM
32-1095 and associated documents. The evaluation criteria contained in
the document shall be validated using the results of the evaluation
and the seismic maps contained in FEMA Publication 222A (dated May
1995) and the cost tables in FEMA Publication 156 (dated Dec 1994). A-E
Selection Criteria will include (in descending order of importance):
(1) Specialized experience and technical competence in the development
of criteria documents for seismic design and evaluation of buildings
for eastern regions of the United States; Familiarity with seismic
design codes and their history for eastern regions of the United
States; and a demonstrated capability to interpret and apply the
standards published for implementing Presidential Executive Order
12941, entitled ``Seismic Safety of Existing Federally-Owned and Leased
Building.'' (2) Professional Qualifications of registered professional
engineers with recent experience in structural, nonstructural, and
geohazards for existing buildings. (3) Capacity to accomplish the work.
(4) Past performance on contract with Government agencies and private
industry in terms of cost control, quality of work and compliance with
performance schedules. Include contract numbers and points of contact;
and (5) Proximity to the work. Responses from all responsible sources
will be considered. The entire submittal package shall not exceed 20
pages. Interested firms must submit one copy of the SF 254 and two
copies of the SF 255, not later than 4:00 PM (CST) on the 30th day from
the date of publication of this Notice. Indicate the firms present
workload (in Section 10 of the SF 255) and the availability of the
project team (including first tier subcontractors and/or consultants).
The Standard Industrial Classification is 8712. This is not a request
