Architect-Engineer (A-E) services for Cannon AFB, New Mexico for a
basic contract period of 12 months and one option period of 12 months.
These services include Title I A-E services for selected architectural
projects located at Cannon AFB, New Mexico. Services may also include
Title II services, land surveying, soil testing, or drafting services
at the option of the Government. Projects may include new construction,
additions, alterations, maintenance and repair or combinations thereof.
DOD's policy for selection of A-E firms is based on the professional
qualifications of the firm as indicated by selection evaluation
criteria. Selection of firms for negotiation shall be through an order
of preference based on demonstrated competence and qualifications
necessary for the satisfactory performance of the type of professional
services required, that include: (1) Experience on projects similar to
those listed above; (2) Technical qualifications of staff and
particularly of the design team; (3) Location of the firm in relation
to Cannon AFB - only firms, including all subcontractors, within a 400
mile radius will be considered; (4) Ability to produce a well
coordinated design and complete accurate plans and specifications. Only
firms with multi-discipline staff including, as a minimum, architect,
civil/structural, mechanical and electrical engineering disciplines
will be considered; (5) Ability to start work and complete design
within a tight schedule; (6) Ability to design within budget; (7)
Knowledge of DOD and USAF criteria; (8) Present workload of firm; (9)
Total dollar volume of recent DOD contract awards. One firm-fixed price
indefinite quantity contract will be awarded not to exceed the maximum
amount of $400,000.00, with a guaranteed minimum of $5,000.00 in fees.
Individual delivery orders may not exceed $99,000.00 each. Firms
desiring consideration shall submit current Standard Forms 254 and SF
255, Architect-Engineer and Related Services Questionnaire, to include
information on the firm's principals as well as on proposed
subcontractors. Participation by minority and woman-owned business
enterprises are encouraged. Only firms submitting new Standard Forms
254 and 255 will be considered. Standard Forms 254 and 255 must be
received in the 27th Contracting Squadron LGCC, 100 N. Torch Blvd
Cannon AFB NM 88103-5131 no later than 20 Mar 96 to be considered.
Firms desiring consideration shall submit appropriate data as described
in Number Note 24. One firm will be selected and one contract shall be
awarded as result of this notice. All responsible sources may submit
their qualifications which shall be considered. This is not an RFP.
