United States Department of Energy intends to acquire Automatic Data
Processing (ADP) Systems Analysis Services for generation of two
reports due no later than 07/31/96 to assess various programs and
strategies which demonstrate the overlap of goals and technical
requirements of Department of Energy's Defense Programs with those of
other government agencies, U.S. industry and academia. The proposed
award is for technical expertise in high performance computing using
massively parallel processor (MPP) computers to assess programs,
particularly the High performance Computer Modernization Program and
associated applications development, and their potential to effectively
interface with the Accelerated Strategic Computing Initiative (ASCI).
The work requires detailed understanding of the requirements for
nuclear safety and design, the process and procedures used in assuring
the safety, reliability and performance of weapons. The Government
intends to solicit and negotiate with only one source under Authority
of FAR 6.302.1, specifically BMV Associates. This notice of intent is
not a request for Competitive Proposals. A determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered for the purpose of
determining whether to conduct a Competitive Procurement. See Numbered
