Wright Laboratory is interested in receiving proposals for the research effort described below. This solicitation and resulting award shall be made in accordance with the Research and Development Streamlined Contracting Procedures (RDSCP) described in DFARS 235.70. This is the solicitation, there will be no formal RFP or RFQ. The name, address and telephone number of the representative of the contracting officer for this solicitation is shown as POC above. This solicitation consists of this notice, any subsequent amendments, and a supplemental package which is available by writing to the above address. Potential supplemental package recipients are required to be export-control certified, in accordance with DOD 5230.25, prior to receiving the supplemental package. Certification may be obtained through the Defense Logistics Services Center (DLSC), Battle Creek, MI 49016-3412, telephone number 1-800-352-3572. Fax a copy of your fully executed DD Form 2345, Militarily Critical Technical Data Agreement, to the POC above at (904) 882-9599. Offerors who did not respond to synopsis MNK-96-013 published 96FEB01 should provide, in writing, their complete address information to Wright Laboratory (see above address) in order to receive any subsequent amendments and the supplemental package which is being released concurrently with the publication of this solicitation. This solicitation includes clauses and provisions from FAR 1990 edition updated through FAC 90-25 and DFARS 1991 edition updated through DAC 91-6. The standard evaluation factors found in Section M of DFARS 235.7006 apply. Options will be evaluated using these same factors. A Cost Plus Fixed Fee (Completion) type contract is contemplated. The estimated period of performance is 39 months, commencing on or about 96JUL01, includes 4 months for writing and reviewing the final report. CLIN structure is as follows: CLIN 0001 (Design & Development, Data, and Hardware for the basic) and CLIN 0002 (Design and Data for the option). It is expected that this contract will be awarded based upon a determination that there is adequate price competition, therefore, the offeror is not required to submit or certify cost or pricing data with its proposal. If, after receipt of the proposals, the Contracting Officer determines that adequate price competition does not exist in accordance with FAR 15.804-3, the offeror shall provide certified cost or pricing data as required by the Contracting Officer. To be responsive to this solicitation, submit 6 copies of your Technical proposal and 3 copies of your Cost proposal and one copy of your Small and Small Disadvantaged Business Subcontracting Plan (if applicable) no later than 1200 hours, central time, 96MAR29, addressed to: Wright Laboratory, Bldg 13, Attn: Dana E. Sillars, WL/MNK, 101 W. Eglin Blvd Ste 337, Eglin AFB, FL 32542-6810. The page limitations for technical and cost proposals are specified in DFARS 252.235-7006 (L.24). All pages should be numbered sequentially in each volume. Only one contract award will result from this solicitation. The supplemental package contains the following items: 1) Sections B-M, which include the statement-of-work, DD Form 254, DD Form 1423 CDRLs, and local procedures, 2) source list, 3) presolicitation conference hand-outs and questions and answers. The objective of this effort is to design, develop, and demonstrate an electronically-steered active conformal array antenna seeker breadboard applicable for missile guidance. A passive conformal array antenna seeker breadboard definition and design will be a contract option. If you are unable to access the Internet, a copy of the subject regulations is available from the contracting officer. An ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. All potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the Ombudsman.
