ENGINEERING DESIGN AND CONSTRUCTION MANAGEMENT SERVICES FOR THE U.S.
ARMY ENGINEER DISTRICT, GALVESTON, TEXAS, $1,500,000 LIMIT SOL

409/766-3845 SERVICES REQUIRED: Architect-Engineer services to be
procured in accordance with PL92-582 (Brooks A-E Act) and FAR Part 36,
are required for various projects within theGalveston District
Boundaries. From this announcement, two indefinite delivery type
(IDT)contracts for engineering design and associated construction
management services will benegotiated and awarded with a base period of
one year and an option period of one year, to beexercised at the
Government's discretion. Individual, fixed price delivery orders will
not exceed$150,000, and the annual ceiling for the base and the option
year is $750,000 per contract.Minimum guaranteed amounts per contract
are $15,000 should no work be ordered during thecontracts' base year
and $7,500 should no work be ordered during the option year, provided
theGovernment exercises the option. One contract to be awarded about
June 1996 with the othercontract to be awarded about December 1996.
These contracts are anticipated to be in effectconcurrent with each
other and possibly others. Delivery orders may be placed with
theContractor that the Contracting Officer determines best qualified
considering experience in thespecific work requirement, familiarity
with the work area, capacity to complete the order in therequired time
period, quality of performance on previous orders, and/or distribution
of work inrelation to the effective period of each contract, if
significantly less work has been awarded underthe other contract(s).
This announcement is open to all businesses regardless of
size.Consideration will be given to the small business and the small
disadvantaged business. If a largebusiness is selected for this
contract, it must comply with FAR 52.219-9 regarding therequirement for
a subcontracting plan on that part of the work it intends to
subcontract. Thesubcontracting goals for each contract are that a
minimum of 64.3 percent of the contractor'sintended subcontract amount
be placed with small businesses (SB) (that is 52.5 percent with
SBs,8.8 percent with small disadvantaged businesses (SDB) and 3.0
percent with small woman-ownedbusinesses.) The plan is not required
with this submittal; however, a plan approved by theContracting Officer
is required prior to award of each contract. Metricification maybe
requiredduring the contract period but is not a selection criteria for
the proposed procurements. Thewages and benefits of service employees
(see FAR 22.10) performing under this contract must beat least equal
to those determined by the Department of Labor under the Service
Contract Act.This acquisition is being conducted under a specific
agency delegation of GSA's exclusiveprocurement authority for FIP
resources. The specific GSA DPA case number is KKA-95-AD-002. PROJECT
INFORMATION: No specific work has been identified at this time.
TheGalveston District extends along the entire Texas Gulf Coast inland
approximately 100 miles andinto Louisiana. Services are to be used in
support of engineering studies, designs, construction,operations and
maintenance of various water resources projects such as flood control,
navigation,beach restoration, etc., and other projects assigned to the
Corps of Engineers, both civil andmilitary. The work is anticipated to
consist of: (1) Performing various engineering studies,investigations,
and surveys including geographic information system (GIS) related work;
(2)Preparing design memoranda, design analyses, construction drawings
and specifications,constructibility reviews, construction ''CPM''
networks, design review checklist,s quantitysurveys, cost estimates,
risk and uncertainty analyses, storm water pollution prevention
plans,''engineering considerations'' reports for construction guidance,
and other reports and descriptivetext; (3) Accomplishing special
studies such as geotechnical analyses of field boring logs
andlaboratory reports, hydraulic and hydrologic investigations, value
engineering studies, andindependent technical reviews of documents
prepared by the firm or other firms by means ofindependent technical
teams; and (4) Providing construction management services such
asreviewing shop drawings and other submittals, making periodic site
visits, preparing andreviewing change orders, reviewing and researching
contract claims, performing quality controlincluding sampling and
testing, preparing as-built drawings, preparing ''lessons learned''
reports,and providing consultation and other related services as A-E
involvement during construction.All value engineering (VE) team members
must have completed 40 hours of VE training approvedby the Society of
American Value Engineers. Specifications must be prepared in
ConstructionSpecifications Institute (CSI) format and submitted on
diskette in ASCII format, complete andready to reproduce. Cost estimate
preparation will require IBM compatible equipment to operateGovernment
furnished PC based Micro-Computer Aided Cost Estimating System
(MCACES)software. End products shall be submitted in hard copy and
digital formats compatible with theDistrict's word processor
(WordPerfect version 5.1 or later), spreadsheet (Lotus 1-2-3 version
2.3or later), and Computer Aided Design and Drafting (CADD) (Intergraph
Microstation Design File(DGN) version 4.0.3.2 or later) systems as
required by the Contracting Officer. SELECTIONCRITERIA: See Note 24 for
general A-E selection process. The selection criteria are listedbelow
in descending order of importance (first by major criterion and then by
sub-criterion).Criteria a-h are primary while criteria i and j are
secondary and will only be used as ''tie-breakers''among the
technically equal firms. The firm must demonstrate in its submission
the capability tomeet the following requirements: (a) Professional
staffing of civil, coastal, electrical, geotechnical(soils), hydraulic
(hydrologist), mechanical, structural, and value engineers;
architects; CADDSystem Managers/Experts; CADD operators; draftspersons;
engineer technicians; estimators;landscape architects; specification
writers; surveyors, and construction representatives. Workmust be
performed under the direction of licensed professional architects and
engineers. The VEteam leader must be certified by the Society of
American Value Engineers as a Certified ValueSpecialist (CVS). The CADD
System Manager/Expert must be experienced with an Intergraphcompatible
system. (b) Experience and technical competence of individual staff
members and thefirm in the design (preparation of design memorandums;
construction drawings, specifications andcost estimates; etc.) of flood
control, navigation, and other water resource projects; and
thepreparation of other technical documents, the construction
management and special studies ofsuch projects such as producing
environmentally-sensitive design solutions and interfacing with abroad
spectrum of environmental resource agencies and private groups. (c)
Ability to respondquickly and to deliver quality products under short
deadlines. (d) Delivering data in a formatcompatible with the Galveston
District's Intergraph CADD System and preparing specifications inCSI
format as and when required. (e) Establishing quality assurance/quality
control plans todeliver end products within accuracies and on schedule.
(f) Familiarity with Federal regulationsapplicable to civil works
projects. (g) Past performance on Department of Defense (DOD) andother
contracts with respect to cost control, quality of work, compliance
with performanceschedules, and cooperativeness.. (h) Capacity to
perform two delivery orders concurrently. Theevaluation will consider
the experience of the firm and any consultants in similar size
projects, andavailability of an adequate number of personnel in key
disciplines to accomplish any work orderedconsidering the firm's
commitment to the Government and its repetitive daily clients. (i)
Extent ofparticipation of SB, SDB, historically black colleges and
universities, and minority institutions inthe proposed contract team.
(j) Volume of DOD contract awards in the last 12 months asdescribed in
Note 24. 4. SUBMISSION REQUIREMENTS: See Note 24 for general
submissionrequirements. Interested firms having the capabilities to
perform this work must submit twocopies of completed US Government
Standard Form (SF) 255 (11/92 edition is the only one thatwill be
accepted) and two current (dated within the last 12 months) copies of
SF 254 (11/92edition is the only one that will be accepted) for the
prime contractor and each subcontractorand/or consultant. Submittals
shall be mailed to the address above ATTN: A-E ContractCoordinator or
for special street delivery 2000 Fort Point Road, Galveston, Texas
77550.Submittals must be received in this office no later than 4:00
P.M. Central Daylight Savings Time(CDST) thirty (30) calendar days
after the date of appearance of this announcement in theCommerce
Business Daily (CBD). If the 30th day is a Saturday, Sunday or Federal
holiday, thedeadline is no later than 4:00 P.M. CDST the first workday
thereafter. SF 255's and SF 254'sreceived after the time and date will
not be considered. Only those firms responding to thisannouncement
will be considered. Qualification data submitted must demonstrate the
ability andtechnical expertise of the firm and its staff to perform the
engineering services described in thisannouncement. Additional
information requested of each firm responding: (1) Indicate in block
3the Contractor's Establishment Code (CEC) and Tax Identification
Number (TIN) (if available) ofthe firm identified in block 3. (2)
Provide in block 3a telefax number (if any). (3) List in theappropriate
block prior names of the firm used in the past three years including
parent company,branch offices, affiliates, associates, and
subsidiaries. (4) Provide in block 7 resumes of ALLpersonnel who will
be involved, state their respective function and indicate their
experience in thatfunction. (5) Provide in block 10 information on the
proposed CADD system and how it will becompatible with the Galveston
District's MicroStation PC 4.0.3.2 Intergraph system. (6) List inblock
10 all DoD contracts awarded to the firm and its affiliates during the
last one year alongwith the dollar amount and completion date of each
award. (7) Discuss in block 10 why the firmis especially qualified to
provide engineering design and associated construction
managementservices in connection with water resources projects. Firms
responding with multiple offices:(1) Indicate personnel strength in
block 4 by office. (2) Indicate the office which completed eachof the
projects listed in block 8. (3) List which office is under contract for
any of the contractslisted in block 9. Provide a statement in block 10
to the effect that the firm is or is not a smallbusiness, small
disadvantaged business or woman-owned business. For the purposes of
thisprocurement, small business is defined as a concern, including its
affiliates, having average annualreceipts for its preceding three
fiscal years not in excess of $2,500,000. All information must
beincluded on the SF 255 (cover letter and other attachments will not
be considered in theevaluation process). Telegraphic and facsimile SF
255's and SF 254's will not be accepted.Personal interviews may not be
