CONTRACT FOR U.S. ARMY CENTER FOR PUBLIC WORKS (USACPW), ALEXANDRIA, VA

1. CONTRACT INFORMATION: Engineering Studies and Analytical Services
for boiler/cooling water treatment at various Army Installations. The
services will be executed with a negotiated fixed price Indefinite
Delivery Type Contract (IDTC) for technical investigations, obtaining
data, performing studies, training, preparing reports and other
documents on boiler, cooling and potable water treatment problems that
are encountered during the operation and maintenance of US Government
installations and facilities. The AE fee for any one delivery order
may not exceed $150,000.00 and the cumulative amount of all delivery
orders will not exceed $750,000.00. The contract period will be one
year from the date of contract award, with an option for a second year
period. 2. SUBCONTRACTING PLAN REQUIREMENTS: If a large business is
selected, a subcontracting plan with the final fee proposal will be
required, consistent with Section 806 (b) of PL 100-180, PL 95-507, AND
99-661. A minimum of 25% of the total planned subcontracting dollars
shall be placed with small business concerns, at least 5% of total
subcontracting dollars shall be placed with small disadvantaged
businesses, including Historically Black Colleges and Universities or
Minority Institutions, and 5% with women-owned businesses. The plan is
not required with the submittal. 3. PROJECT INFORMATION: The selected
firm shall be able to evaluate and provide on site O&M assistance to
improve performance of boiler and cooling water systems including
related water and environmental systems, provide O&M operator training,
prepare O&M documents, economic analysis reports and engineering
feasibility studies. Related services such as furnishing drawings,
specifications and cost estimates may also be required as an option.
The anticipated award date is about 1 July 1996. Responding firms will
identify capability to perform in Europe and/or Far East by providing
a Management Plan which describes how services will be performed in
the US and overseas and the names and telephone numbers of clients as
references on their five most recent similar projects. 4. SELECTION
CRITERIA: Selection of the AE firm for this project will be based on
evaluation of the following significant factors in the priority listed:
(1) Specialized experience of the firm in evaluation of boiler and
cooling water treatment programs. Applicable experience must be with
boilers operating in the range of 5 psi to 300 psi, ranging insize from
10 boiler horsepower to 10,000 boiler horsepower and with cooling
systems ranging from 25 to about 800 tons (2) Experience of the firm in
related water treatment, water conservation and environmental
evaluations. (3) Professional qualifications of the firm's staff and
consultants to be assigned a project. (4) Knowledge of Army and other
DOD boiler/cooling water treatment programs, regulations, and manuals.
(5) Past experience, if any, of the firm with respect to performance
on Department of Defense contracts, or other contracts. (6) Capacity of
the firm to accomplish the work; disciplines required are chemists and
chemical engineers; minimum of two each in each disciplines that are
required. (7) Proposed management plan and organizational chart of the
project team to be utilized. The plan must show the working
relationship of all key personnel, by discipline, and name a
responsible individual for each. (8) Volume of work previously awarded
by the Department of Defense to the firm with the object of effecting
an equitable distribution of contacts among qualified Architecty
Engineer firms, including minority owned or small business firms and
firms that have not had prior Department of Defense contracts. 5.
SUBMISSION REQUIREMENTS: Firms that meet the requirements described in
this announcement are invited to submit a completed Standard Form 254
''Architect-Engineer and Related Services Questionnaire'' and a
complete SF 255, ''Architect Engineer and Related Services
Questionnaire for Specific Projects'' to the US Army Corps of
Engineers, Baltimore District. Submittals must include a SF 254 for
each firm shown in block 6 of SF 255 ''Outside Key
Consultants/Associates'', in order to be qualified. Firms will be
rejected for lack of, or an outdated SF 254. Only those firms
submitting all qualification data will be considered. All submittals
must be received in the Baltimore District office by close of business
(1630 hours) on March 27, 1996. Any submittals received after this
date will not be considered. Any other general notification to firms
under consideration will not be made and any further action beyond
submission of SF 254/255 is not required nor encouraged. For technical
