It is replaced by this notice which contains a clarified description of services desired and changes to the selection evaluation criteria and qualification requirements. Firms who responded to the previous procurement notice must re-apply due to these changes. Provide A/E services for development of Master Signage and Wayfinding Plans to include all signage nomenclature, directional information, graphics and wayfinding elements at the VA Medical Center, Dallas, TX. Services include extensive on-site research; data analysis and evaluation of program needs, traffic flow and circulation; design which utilizes wayfinding elements rather than repetitive signage to assist in orientation and directions; preparation of specifications, drawings, room identification, terminology listing and directional identification lists, as part of production and delivery of the Master Signage and Wayfinding Plans. Work will be accomplished in three phases--Phase I: A. Development of graphics and signage design standards for all interior and exterior signage, and B. Identification and specification of all exterior signage (est 85 acres). Phase II: Provide Master Signage and Wayfinding Plans, complete room number schedule, comprehensive room identification listings, patient oriented terminology, directional signage listings and ''You are Here'' maps for the Spinal Cord Injury Center (est 66,000 SF) and the Clinical Addition (est 618,000 SF), both under construction. Phase III: Same as Phase II, except provide for existing Building 2, Main Hospital (est 500,000 SF) and Building 1, Mental Health Care (est 130,000 SF). Construction cost range is between $2 and $5 million. All services will be provided within 150 calendar days, exclusive of Government review time. Selection will be based on the following evaluation criteria. Point values are shown to indicate their relative importance. 1. Specialized experience and capabilities in developing master signage and wayfinding plans. Experience in health care signage/wayfinding and development of medical center/hospital master signage programs in existing and new facilities is required. Prefer experience working with VA signage criteria and specifications, and mandatory Government signage sources such as Unicor. (Maximum 100 points); 2. Professional qualifications of staff and consultants. The project requires the leadership of a dedicated project manager possessing a minimum of a Bachelor's degree in interior design, graphic design, architecture or other related profession, and professional experience in Items 1 and 3. (Max 50 pts); 3. Experience and capabilities in preparing highly acccurate signage cost estimates. (Max 50 pts); 4. Quality control (Max 50 pts); 5. Capacity to accomplish work in the required time. (Max 50 pts); 6. Experience and capabilities using AutoCAD. Submissions will be on AutoCAD Version 12 for Windows. (Max 25 pts); 7. Geographic location of firm and consultants servicing offices. (Max 10 pts). In accordance with P.L. 100-656, this acquisition is not restricted to business size. Standard Industrial Code (SIC) 8712, Architectural Services, applies to this acquisitoin and the small business size determination is NTE $2.5 million in average annual receipts during the preceding three fiscal years.
