NOTICE: 11 CONS/LGCA is seeking qualified sources capable of
providingP software engineering and technical support for the Air Force
Visibility and Management of Operating and Support Costs (VAMOSC)
system. VAMOSC is the Air Force's primary information system for
reporting historical operating and support costs of weapon systems. The
contractor will be required to maintain and enhance the existing custom
application software, provide database administration support to
include tuning of the VAMOSC Oracle databases, provide annual cost
processing support, and provide system administration support. Typical
taskings will include updating the unique VAMOSC software algorithms
and applications to reflect changes in source feeder systems and Air
Force costing methodology, providing support to VAMOSC usersPbyP9unwZo-
-|hoc queries of the VAMOSC databases, performing database conversions,
collecting and loading source data, performing data analysis, running
the unique roll-up processes that produce the output databases and data
products, assisting the Air Force in performing data validation,
packaging the data products into required formats, and assisting in the
troubleshooting and resolution of hardware/software problems. The
contractor will deliver updated versions of the algorithm
specification, design specification document, database reference guide,
summary of system changes document, data loading operations guide, user
guide, and other required documentation. The contractor shall perform
hardware and software configuration management. The contractor shall
perform database back-ups and provide storage and safeguarding of data.
The contractor shall rehost the VAMOSC application software, Oracle
software and Open VMS operating system software on
contractor-maintained hardware. This system migration must occur, and
the system must be operational, within one week of contract award. The
architecture selected must be able to provide Internet connectivity to
the VAMOSC data. The contractor 7 M/MEUired to develop and implement an
operational World-Wide Web home page. A prototype of this home page
must be available for demonstration within one week of contract award.
The contractor shall specify the processes, architectures, and
computing approach to integrate VAMOSC, AF cost factors, and missiles
costing. From these specifications, the contractor shall develop
operational prototypes and a productionized version of the integrated
costing software. Specific knowledge is required of the custom edit,
load, distribution, rollup, post-rollup, and datapack creation software
as well as the underlying data structures and relational database table
P PPPPPPcorganization. Functional knowledge of Air Force logistics,
operations, andfinancial management practices, policies, and
initiatives integral to determining operating and support costs of
weapon systems is also required. The contractor must be familiar with
the source systems that feed VAMOSC in terms of data definitions and
quality. The contractor must have expertise in using VMS, Digital
Control Language, Oracle version 7 RDBMS and related Oracle products,
ProCOBOL, MS-Excel macro language, and Visual Basic. The applicable SIC
Code will be 7379. The proposed performance period will include a base
period and up to four twelve-month options. Interested offerors should
submit a package delineating qualifications and capabilities for
meeting the requirements described above as well as references
substantiating past performance on similar efforts. Packages must be
