Proposed contract action in the form of a Request for Proposal (RFP) is contemplated to be released within 30 days for support of the Cultural Resources Management program at Eglin AFB, Florida. Support includes Phase I surveys of specific areas to locate historic properties, Phase II tests and evaluations of historic properties to determine their status in terms of National Register of Historic Places (National Register) eligibility criteria, and nomination of eligible properties to the National Register. SIC Code 8733 with a size standard of $5.0 Million applies. The Government contemplates award of two task order type contracts as defined in AF FAR Sup 5316.9. One contract will be a small business set-aside. The second contract will be awarded based on full and open competition. The contracts will be subject to the Service Contract Act and wage determinations will be requested for the counties where fieldwork is to be performed. All fieldwork to be performed will be conducted on land owned or controlled by Eglin AFB in Okaloosa, Walton, Santa Rosa, and surrounding counties in the Florida panhandle area. This area encompasses more than 460,000 acres of Air Force Test Range and forest. Therefore, the Principal Investigator must have a verifiable record of extensive research in the American Southeast region, with preference to be given to those with experience in relevant culture areas.
