087-96. The U.S. Army Missile Command intends to procure an effort
entitled ''System Engineering and Technical Assistance Support for the
Multiple Launch Rocket System (MLRS) Project Office.'' The objectives
of the effort are programmatic support services for technical,
production, operation, and readiness as follows: (a) integration
management services in support of overall technical integration of
program engineering activities concerning planning, programming, and
scheduling and (b) program management support in the form of in-depth
assessments and evaluations of programmatic data, such as schedules,
system concept papers, decision coordinating papers, risk assessments,
program directives, and networking/data base analysis. The period of
performance shall be for a base year and two one-year options. The
first year shall include a base effort of 16,500 manhours plus an
option containing up to 33,600 manhours. The second year effort
includes an option containing up to 70,100 manhours and the third year
66,600 manhours. This requirement has been acepted by the Small
Business Administration for limited competition among eligible 8(a)
firms. The applicable SIC code is 3761. The type of contract
anticipated for this effort is cost-plus-fixed-fee for the labor line
items and cost reimbursement for travel and other direct costs. 8(a)

Telephone requests will not be accepted. A SECRET facility and SECRET
storage capability, or execution of a written agreement to establish
such a facility and capability within 30 days of contract execution,
will be required of the successful offeror. The geographical location
for the principal place of performance is Huntsville, Alabama.
DAAH01-96-R-0092, when issued, may be viewed on the MICOM Electronic
Bulletin Board System (BBS). To login to the BBS, modem settings should
be as follow: 9600 to 300 baud, 8 bit, 1 stop bit, no parity, and
