a contract for Contractor Logistics Support (CLS) for the E-3 Airborne
Warning and Control System (AWACS) maintenance trainers, and for the
AN/GSN-T3 Visual Flight Rule (VFR) Control Tower Simulator at Keesler
AFB, MS. This acquisition will consist of one basic year with four
additional option years and a 45 day ramp up. The requirement includes
maintenance of all devices and support equipment, logistics support,
equipment management, configuration management and necessary data and
reports. In support of this program the contractor will be required to
perform future modification to both hardware and software of the
training devices and support equipment. This requirement will include
support for instructors in the operation of the training devices. The
E-3 training devices needs be maintained at a minimum rate of 95%
availability and the AN/GSN/T3 and its subsystems at 97%. Procedures
will be lowest cost (price) - technically acceptable as established in
the request for proposal (RFP). A tentative date for a site visit is
25 March 96. Technical evaluation will include the contractor provided
Statement of Work in accordance with the Statement of Objective (SOO)
and the Technical Data Requirement (TRD) provided in the RFP. We
anticipate a firm fixed price award date of 1 August 96. Award will be
based on an all or none basis. (E-3/T3) The approximate issue/response
date will be 13 Mar 96. No telephone requests. Only written or faxed
requests received directly from the requestor are acceptable. All
responsible sources solicited may submit a bid, proposal, or quotation
which shall be considered. Requests for copies of solicitations must
reference the entire solicitation number, including purchasing office
identification number. To expedite your request, limit the number of
individual solicitation numbers requested per letter to not more than
10. Don't request information on this requirement until after the issue
date. This proposed procurement is under a 100 percent small business
set aside, the size standard for which is 1,000 employees. An Ombudsman
has been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor,
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
