is requesting concept papers for the Firefinder AN/TPQ-37 radar
Pre-Planned Product Improvement (P3I) program. This modernization
effort is intended to replace obsolescence in the existing radar and
meet new requirements of the user. Ideas and methodologies for
exploiting technology to accomplish the P3I program are requested.
Ideas and methodologies concerning the acquisition reform process by
promoting innovations and good business judgment are requested,
including drivers for risk and cost reduction. Concept papers are
requested to assist the government in formulating requirements for P3I.
Concepts should address the methodology to achieve performance
enhancements (see enclosures), system configuration options and
Non-Developmental Items (NDI) status. Concept approaches should consist
of the replacement of the current AN/TPQ-37 Antenna/Transceiver Group
(ATG), incorportation of the AN/TPQ-36 (V) 8 Operation Central (OC)
shelter and the capability of drive-on/drive-off a C130 transport. For
clarity, concept papers should focus on a 36 month program to deliver
up to three radar system. This program includes design, build,
integration, qualification testing and operational testing. The
Engineering and Manufacturing Development program will be openly
solicited. Given such a short period, concept papers should be based on
exploiting NDI components / technology. Specific Tasks of the P3I
Concept Investigation: 1. Provide details of how the performance
requirements of the AN/TPQ-37 P3I Radar are achieved. (Describe NDI
components, implementation of design and Blake chart of performance
estimate). Analysis should address all error contributions to weapon
location accuracy and the ability to achieve the objective accuracy and
range requirements per target set. 2. Provide details of configuration
options. (Replacement of the ATG, power generator requirements and
vehicles). 3. Incorporate the AN/TPQ-36 (V) 8 OC as a modification to
the TPQ-37 Operation Control Group (OCG). Describe options for
utilizing the (V) 8 shelter and user screens/software (GFE) for similar
or same man-machine interfaces. 4. Provide details of configuration
options to achieve drive-on / drive-off a C130 transport utilizing
current Army inventory vehicles. 5. Provide a preliminary schedule for
conducting the P3I delivery of the first (1st) unit. Provide an
indication of the long lead procurement time required for NDI
components. Indicate radar's resource management (modes, waveforms,
etc.) and integration of ATG / (V) 8 OC. 6. NDI component and related
program cost history would be helpful to the program development,
including any proposed acquisition reform initiative. Use of Integrated
Product Teams should be exploited. Responses to this announcement are
requested to be delivered by the 12th of July 1996. A Firefinder P3I
conference is tentatively scheduled six weeks after RFI release to
exchange information between the material / combat developer and
industry. RFI release 20 Feb 96 P3I Conference 2-3 Apr 96 Concept
responses 12 July 96. Interested parties desiring to attend please
respond by the 1st of March 1996. Request for individual session with
the government (one-on-one) should be made known at time of notice.

AN/TPQ-36(V)8 O.C.C. Description. Enclosures, including figures, can be
located on the Electronic Bulletin Board located at CECOM, Ft.
Monmouth, NJ. Solicitation number DAAB07-96-R-S762 will be used as
reference. The U.S. Army Communications Electronics Command (CECOM) has
established an Electronic Bulletin Board (EBB) to provide electronic
transmittal of Request for Proposals (RFPs) and Invitations for Bids
(IFBs) from government to industry. All interested parties wishing to
do business with CECOM are invited to access, operate, send and receive
data from the CECOM EBB System. To become a user of the EBB, you will
need an identification code and password in addition to a computer
terminal equipped with the necessary hardware and software to interface
with the EBB System. A user's identification code and password will be
issued upon request along with instructions for downloading the EBB
