PROPOSALS FOR A DESIGN/BUILD BUILDING EXPANSION AT THE HARTFORD, CT
PROCESSING & DISTRIBUTION CENTER SOL RFP #415046-96-A-0009 DUE 030896.

Anna Fuselli (215) 931-5456. The Postal Service is issuing a request
for proposals for a Fixed-Price Design/Build-Expansion Project at the
Hartford Processing & Distribution Center at 141 Weston St., Hartford,
CT 06101. Contractor will provide the required engineering, design and
construction services in conformance with federal, state and local
codes. Program consists of: (1) a single story addition of +-61,400
square feet to the existing facility consisting of a large open
workroom for automated mail processing equipment; a platform/dock with
fourteen overhead doors; dock levelers and a canopy; a trash room with
two overhead doors and a dock/ramp; men's and women's toilet rooms; a
maintenance area; an expanded existing building and grounds room; a
large electrical room; breakouts from the lookout gallery; cages for
sprinkler risers and electronic equipment. (2) An alternate for an
additional +-9,100 square feet consisting of a workroom; two
vestibules; a new building and grounds room; and a new special delivery
room. (3) A mechanical penthouse of +-3,300 square feet. (4) A lookout
gallery of +-1,600 square feet tied into the existing gallery. (5) An
outside covered storage area of +-4,600 square feet. The structure
will consist of: (1) A reinforced concrete floor slab; (2) Steel wide
flange columns protected by concrete bollards supporting steel joists
girders, joists and wide flange beams as appropriate; (3) A high bay
area is included with an alternate to extend the high bay. Wall systems
will consist of: (1) A painted single wythe insulated concrete block at
the platform and trash room; (2) A prefinished, insulated metal panel
system to match existing at the workroom. Roofing will be a single-ply,
fully-adhered EPDM membrane on rigid insulation on structural metal
deck. An alternate for a fully-adhered, reinforced PVC membrane is
included. Heating and ventilating will be accomplished by air handling
units mounted in the mechanical penthouse tied into existing water
loops. A compressed air loop is included. Primary electrical service
will be bid as two alternates. Lighting will be provided by metal
halide fixtures. Power to USPS equipment is included. The first phase
of work will be to construct a road and relocate lighting around the
perimeter of the expansion area to maintain USPS truck traffic during
construction. All work will have to be planned and executed in phases
and in close coordination with postal officials and in a manner that
will cause the least disruption to postal operations. The design-build
contractor will provide a temporary trash/recycle facility on site
during construction, or phase construction such that the existing
facility may operate until the new facility is complete. A 20% design
will be provided with the solicitation package to all prospective
offerors. The successful firm will be required to develop a phasing
schedule for the approval of the Postal Service. The construction cost
for the project is valued between $4,000,000.00 and $4,800,000.00.
Offerors must be experienced in design/build work and primarily engaged
in this line and, who, in addition, shall have satisfactorily completed
at least three prior projects comparable in size and scope to the work
required by this solicitation. A pre-proposal conference will be
conducted on February 22, 1996 at 1:00 PM at the Hartford P&DC, 141
Weston St., Hartford, CT 06101. Solicitation packages will be available
on February 9, 1996 at $75.00 per set, NON-REFUNDABLE, from the
Architectural Firm of Edgewater Services, 323 E. Willow, Suite 201,
Syracuse, NY 13203 (315) 471-4420, referencing Solicitation
#415046-96-A-0009. All checks/money orders must be made payable to
Disbursing Officer, U.S. Postal Service. CASH WILL NOT BE ACCEPTED.
