National Institute of Standards and Technology (NIST) intends to
negotiate on a sole source basis under the authority of 41 USC
253(c)(1) one-dimensional calibration and measuring center. It is
anticipated to negotiate with the sole supplier, American SIP
Corporation, Elmsford, NY for the Calibration and Measuring Center
SIP-550M (Ref. No. 4001), and Pair of Ball-Tipped Probes (Ref. No.
4022). Only this equipment has the range, accuracy and design with
specific requirement of variable and automatic application of the
measuring force to meet NIST's requirement to calibrate ball bars and
ball step gages in order to establish the measurement capability in
providing calibrated artifacts that will allow U.S. manufacturers to
establish traceability for their 40,000+ coordinate measuring machines.
The machine's components consists of: 1) a single horizontal measuring
axis, and two additional mutually orthogonal non-measurement
positioning axes, capable of operating under computer control; 2)
vertical axis (non-measurement) which are manually operated and are
equipped with some type of scale to indicate the axis position; 3)
using the manufacturer supplied computer control system, the machine
has the capability to automatically and precisely apply a user
selectable gaging force during measurements; 4) design of the
measurement axis is a vee and flat way system to minimize carriage
distortions due to imperfect geometry. Adherence to the Abbe principle
is a requirement, which is provided by this single axis measuring
machine. Delivery is required 90 days after contract award date.
Interested offerors may identify their interest and capability to
respond to the requirements by submitting a capability statement. The
capability statement must provide adequate information and
qualifications to provide the calibration and measuring center. All of
the above must be received for the Government to consider whether to
open this requirement for competition. This notice of intent is not a
request for competitive proposals. However, all ''capability
statements'' received within 45 days after date of the CBD announcement
of this synopsis will be considered by the Government. A solicitation
