426-7423 (Site Code DACW41) The work consists of all labor, material
and equipment to provide a Supervisory Control and Data Acquisition
System (SCADA) for an Exterior Electrical Distribution System shall
consist of a master station, remote terminal units, and a communication
system to allow for data communications between the master station and
the remote terminal units. The master station shall serve as the
central processor of system data and the man machine interface. The
master station shall generally consist of a single central processing
unit (CPU) with hard disk storage and tape backup, a high resolution
video display system, key board with mouse, software, peripherals and
a local area network (LAN). The peripherals shall include but not be
limited two event printers/loggers, and communications interface
processor (CIP). The remote terminal units (RTUS) shall serve as the
interface between the SCADA system and the electrical system equipment,
and including, but not necessarily limited to substations, load
centers, and generators. The RTUs shall generally consist of a power
supply, communications interface, electronic inputs for monitoring
system data, and relays for control of equipment, all in numbers as
required to make operationsal the input/output (I/O) points listed in
the SCADA point list provided. Radio Communications shall consist of
radio system utilizing UHF frequencies in the 406 to 420 MHz government
frequency band. The master station and each RTU shall be equipped with
a radio transmission and receiver. The radio system shall provide for
reliable communications between the master station and RTUs at 1,200
bits per second or higher. Solicitations will be issued on/or about 12
March 1996. Pre-Bid Conference to be held at Lake City approximately
two weeks after issuing of solicitation. Pertinent details applicable
to Pre-Bid Conference will be included in your solicitation package.
This solicitation is governed by local Delegation of Procurement
Authority number MRKI-95-091 to reflect regulation as it pertains to
FIRMR. Bid opening is on or about 11 April 1996. Plans and
specifications costs are FS- $65.00 and HS - $42.00 (NON- REFUNDABLE).
PLANS AND SPECIFICATIONS WILL NOT BE ISSUED UNTIL PAYMENT IS RECEIVED
IN THIS OFFICE. Requests for plans and specifications must be
accompanied by check or money order, made payable to US Army Engineer
