Officer, (205) 955-1187. The U.S. Army Space and Strategic Defense
Command is proposing a modification adding additional work to Contract
DASG60-94-C-0011, ''Phase III Image Enhancement System (IES) Follow-on
Effort Support of the Kinetic Energy Anti-Satellite Weapon System
Program,'' for IES enhancements for which the government intends to
solicit and negotiate with only one source under authority of FAR
6.302.1(2)(iii)(b) to provide services from only one responsible
source. The basis for the limitation is that to award to any other
source would result in substantial duplication of cost. The purpose of
this Sources Sought Synopsis is a market survey to determine the
existence of other sources. This modification is planned to be issued
to DESE Research, Inc., 315 Wynn Drive, Suite 2, Huntsville, AL 35805,
by other than full and open competition to supply services from only
one responsible source. The proposed modification will require the
contractor to perform various analyses of data fusion of multiple data
sources and architectures to assure effective utilization of the
potential benefits derived from the IES developed under contract with
DESE. The contractor shall optimize the IES operational software for
selected sensors and the IES related BM/C3 requirements. These analyses
will include IES implications on active space control defense systems,
including missile interceptor seekers and defense systems, battlefield
integration of TMD and conventional Air Defense, test, and simulation.
This effort will take advanage of, and exploit, the results of IES
SBIR work of DESE Inc. Software maturity achieved by DESE, Inc., to
date is critical. Interested firms may submit a capabiltty statement.
The statement should demonstrate an existing IES sufficiently mature
that application to the proposal effort would not result in substantial
duplication of cost . In addition, the statement must include: (a)
indication if small or small disadvantaged business, the size standard
for which is 1,000 employees (SIC Code 8731), (b) description of
general and specific facilities/assets, (c) total number of personal
and professional qualifications of scientists, engineers, and personnel
specially qualified in the R&D area, (d) outline of previous projects
including specific work previously performed in this R&D area, and (e)
statement regarding industrial security clearance and other available
literature. Capability statements received will be evaluated and firms
possessing the required capabilities will be considered. The above
stated information must be submitted in writing (original and one copy)
within fifteen (15) days after publication of this notice to U.S. Army
Space and Strategic Defense Command, ATTN: Shirley Wilkes, CSSD-CM-CT,
P.O. Box 1500, Huntsville, AL 35807-3801. This notice is not a formal
solicitation. It is anticipated that this program effort will not be
open for participation to foreign firms at the prime or subcontractor
