C -- ARCHITECT-ENGINEERING SERVICES FOR AN INDEFINITE QUANTITY CONTRACT IN SUPPORT OF RECLAMATIONS TECHNICAL SERVICE CENTER SOL 1425-96-SP-81-99004 DUE 032996 POC Kent Charles, Contracting Officer, 303/236-8040 extension 243 The Bureau of Reclamation, Technical Service Center (TSC), Denver, CO has a requirement for Architect and Engineering services in support of their mission of water resource management, development and protection. TSC performs a wide variety of technical services for other Reclamation offices, other government agencies and foreign governments. This requirement will result in one or more indefinite quantity contracts that will provide supplementalexpertise to the TSC staff. The A/E shall furnish the technical services described in the following areas as needed. Specific requirements for services shall be stated in detailed individual delivery orders. This will normally include the data to be furnished by Reclamation and/or the A/E; the standards, codes, or guidelines to be followed by the A/E in performance of the work; required products to be furnished and the schedule for the delivery of the work. The A/E shall provide all qualified personnel, facilities, materials, equipment and transportation necessary to perform contracted work. All engineering services shall be performed by or under the direct technical supervision of a registered professional engineer or architect and all work shall be performed by personnel having professional skill and experience in the required field. The following areas are expected to require support during the contract period: Civil Engineering Services- Structural Analyses and Designs, Architectural Design and Analyses, Hydraulic Analyses and Designs, Construction Management and Support, Engineering Support, Materials Engineering and Research; Environmental Resources Services-Ecological Studies, Water Treatment Engineering and Research, Land Suitability and Water Quality, Remote Sensing and Geographical Information Systems, Economic and Financial Analyses, Social Analyses and Public Involvement, Cultural Resources, Outdoor Recreation Planning; Geotechnical Services-Geotechnical Engineering, Engineering Geology, Seismotectonics and Geophysics, Earth Material Testing; Infrastructure Services-Mechanical Equipment, Hydraulic Equipment, Electrical Equipment, Electrical Systems, Operations and Structural Safety; Water Resources Services-River Systems and Meteorology, Water Supply, Use and Conservation, Flood Hydrology and Hydrometeorology, Sedimentation and River Hydraulics, Ground-Water Drainage, Water Resources Research; Technical Support Services-Technical Communications, Visual Presentations, Quality Assurance, Resource Management. The minimum cumulative total of all order placed during each contract year shall be $150,000, the maximum cumulative total of all orders placed during each contract year shall not exceed $10,000,000. The term of the contract will be for one year with four option years. Firms interested in performing the services contemplated under this requirement shall submit six copies of up-to-date Standard Forms 254 and 255 addressing their ability to provide the above listed services. SF 254 and SF 255 submissions shall be sent to the BUREAU OF RECLAMATION, ATTN: MAGGIE MILLER, D7810, PO BOX 25007, BLDG 67, ROOM 369, DENVER FEDERAL CENTER, DENVER, CO 80225 no later than 2:00 PM, March 29, 1996. Only firms (or teams of firms) demonstrating expertise in the disciplines necessary to perform the above listed services shall be considered. Submissions shall include descriptions of key personnel and their prospective role in the contract performance, location and capabilities of facilities and equipment available for use under the contact. Teaming arrangements shall be described. Firms shall describe their ability to meet the staffing requirements represented by the large difference in the dollar value of the minimum order verses the maximum order. Projects will primarily be accomplished in Denver, CO, however work may be required anywhere in the world. No security clearance is required. See note 24 and Note 25. (0057)
