equipment, transportation, incidentals, as-builts and perform labor to
install three detectors in each of the 178 housing units located at
Nemetz Park and Lake Louise Housing at the U. S. Coast Guard Support
Center Kodiak, Alaska. This is 534 detectors total and approximately
6500 feet of concealed (in walls and ceiling behind existing materials)
copper cable (NM-B 12/3 with bare ground). Also, provide all materials,
equipment, transportation, incidentals, as-builts and perform labor to
install two each detectors in 16 housing units including approximately
750 feet of concealed NM-B 12/3 with bare ground at Upper Government
Hill at U. S. Coast Guard Support Center Kodiak, Alaska. Provide all
materials, equipment, transportation, incidentals, as-builts and
perform labor to install a total of 22 smoke detectors including
approximately 500 feet of NM-B 12/3 bare ground in five Commanding
Officer housing units on Lower Government Hill at U. S. Coast Guard
Support Center Kodiak, Alaska. NOTE: ALL CONCEALED CABLE IS TO BE
INSTALLED BEHIND THE WALL/CEILING MATERIAL BY OPENING THE PATH WITH
STRAIGHT SAW CUTS AND INSTALLING THE CABLE CONCEALED AND THEN
RECOVERING THE PATH WITH NEW GYPSUM BOARD TAPED AND FINISHED TO MATCH
THE EXISTING. The estimated cost range is between $100,000.00 and
$250,000.00. The time for completion is 120 calendar days after award
of a contract. This procurement is issued pursuant to the Small
Business Competitiveness Demonstration Program, Public Law 100-656, as
implemented by the OFPP Policy Directive and Test Plan dated 8/31/89.
The work required by this solicitation is identified as Industry
Standard #1731, and the applicable size standard is $7.0 million
dollars in annual receipts for the past three years. All responsible
sources may submit a bid which shall be considered by the U. S. Coast
Guard. Requests for bid documents must be submitted and received by
this office no later than 4 March 1996. For Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority women-owned and disadvantaged
business enterprises to acquire short term working capital and bonding
assistance for transportation related contracts. This is applicable to
any eligible prime or subcontractor at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 Million per contract. The DOT provides an 80%
guarantee of the bid bond amount to a surety against losses. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide account receivable. The maximum line of
