14 -- IMPROVED LITTORAL WARFARE PERFORMANCE OF HARPOON WEAPON SYSTEM POC Contact, Angela P. Apperson, Phone (703)604-0757 As part of a market survey, the Naval Air Systems Command (NAVAIR) is interested in obtaining information on existing systems, sub-systems or demonstrated technologies that could contribute to improved Littoral Warfare performance in the Harpoon Weapons System. The Harpoon Operators Advisory Group (OAG) has identified an evolving requirement to improve Harpoon operational performance in littoral regions, while maintaining Harpoon missile performance and capabilities. The general nature of the performance improvements that could meet the OAG challenge is the ability of the missile to effectively attack a specific surface ship target operating in close proximity to other surface ships (hostile, friendly or neutral), man-made obstacles in the littoral (oil platforms, navigation buoys with radar reflectors, etc.), or near land (including islands). The target set includes the full spectrum of naval units likely to be encountered in littoral operations, ranging in size from coastal patrol craft, through frigates, with emphasis on patrol craft. The key characteristics are: (1) Separation in yards required between the maneuvering target and non-target ships, obstructions or land; (2) Quick engagement response upon detection of a threat; (3) The modified Harpoon Missile will continue to be employed from aircraft, ships and submarines using existing launch control systems; and (4) Physical alteration to Harpoon capable platforms should not be required. Cost is a major consideration and solutions should address cost as an independent variable. The Government is interested in information on available systems or demonstrated technologies that could achieve the performance challenge, or could contribute to the solution, within a recurring cost range of $75K to $250K. It is requested that each response include (if possible): (1) A technical description of the system, sub-system or technology including physical characteristics; (2) A description of the status, availability and associated risks; (3) An explanation as to how the system could contribute to achieving the desired littoral warfare improvements; (4) An assessment of how the system would be integrated into the Harpoon Missile; (5) An assessment of the targeting information or data required by the system including stringencies; (6) The impact of proposed systems on aircraft, ship and submarine launch control systems; (7) Cost versus capability estimates as appropriate; and (8) Other information you deem of value to the Government. This Request for Information (RFI) is not a contract, promise to contract, or a commitment of any kind. The Government will not assume liability for costs incurred by any offeror for any data offered for examination. The Government reserves the right to review data at its own discretion.
