Officer, (919)335-6141 The U.S. Coast Guard (USCG) is seeking qualified
sources to provide energy attenuating seats to replace the current crew
position seats in the HH-65A helicopter. USCG operates a fleet of 95
HH-65A aircraft. The aircraft is a military version of the AS365 N1
Eurocopter Dauphin helicopter. The crew positions (with current part
numbers) include the pilot (p/n 424-10), copilot (p/n 424-10), and
flight mechanic (p/n 423-30) stations. Seats shall be designed to meet
SAE AS8049: Performance Standard for Seats in Civil Rotorcraft and
Transport Airplanes with at least the following additional
requirements: (1) The seats shall be capable of accommodating a wide
range of occupants. Fully outfitted average crew weight will exceed 170
lbs. (2) The seats shall meet Federal Aviation Regulation Part 27 fire
retardant and static strength requirements. (3) The seats shall meet
current clearance requirements and bolt into the existing seat tracks
without aircraft modification. (4) The SRP (seat reference position)
shall remain the same as the current seat. (5) Thecurrent seat height
and fore and aft adjustment range shall be maintained. (6) The new
seats shall incorporate a restraint system that meets or exceeds the
current design. (7) Lumbar support (preferably adjustable) shall be
built into the seat design. The source selection will be based on best
value to USCG. A pre-solicitation conference is anticipated.
Interested parties are invited to submit features, warranty provisions,
and information outlining their: (1) Experience at designing and
manufacturing seats for rotorcraft, (2) Experience building energy
attenuating seats for rotorcraft, (3) In-house design and manufacturing
capability, and (4) Experience and successful management of FAA or DoD
certification processes. Above documentation should be submitted no
later than 15 March 1996 to: USCG Aircraft Repair and Supply Center,
