3130, FAX (210) 652-6309. The Headquarters, Air Force Services Agency
(HQ AFSVA), is seeking information on a computer application to manage
our health and life insurance continuing coverage program for former
employees. Application must run on standalone Windows 3.1 and Windows
95. In addition, the application must run in a multi-user mode on
either Novell 3.11 or Windows NT 3.51 network operating systems.
Program must have the capability of supporting 2,000 participants.
System should be very similar to what has been designed by many
commercial firms to support transaction for the Consolidated Omnibus
Budget Reconciliation Act (COBRA) legislation (effective July 1, 1986)
for continuing health care. Application should have the capability to,
as a minimum, (1) store information on each participant, such as name,
date of birth, address, city, state, zip code, start date, and stop
date, (2) suspense for future actions, and (3) print bills for
premiums, late notices and statements of account. In addition
user-definable fields should be available. Application should have set
of standard reports to show listings of new participants, participants
paying full cost for various coverages as well as those receiving
coverages at reduced rates. In addition, the application should produce
a report annually to be used by actuaries for our Financial Accounting
Standards (FAS) 106 valuation. Reports need to print on Laser
printers. This synopsis is for the sole purpose of identifying
prospective sources and does not commit AFNAFPO to make an award. The
Government will not pay for any information received in response to
this RFI nor will the Government compensate any respondent for any
costs incurred in developing the information provided to the
Government. Interested firms should submit responses to reach AFNAFPO
not later than 02/20/96. In addition to indications of interest, submit
data on company capabilities, experience in this or related fields, and
such other data as may be required to indicate bona fide capability to
